Ukraine has initiated a deep overhaul of its air defense system in the face of the prospect of new large-scale Russian attacks. The announcement was made by President Volodymyr Zelensky, who confirmed the introduction of a new operational component based on mobile firing groups, interceptor drones, and short-range air defense means. The shift comes after a recent wave of attacks that directly affected the supply of electricity and heating in thousands of residential buildings, especially in the capital, Kiev.
According to Zelensky, the strategy represents a “new approach” in the use of the Ukrainian Air Force’s air defenses. In a nighttime video statement, the president stated that the current system will be transformed to ensure greater agility, flexibility, and responsiveness to multiple and simultaneous threats. The decision comes amid growing pressure on the country’s critical infrastructure, which has been a recurring target of Russian missiles and drones since the onset of the conflict.

Reorganization of the Air Force and Focus on Short Range
As part of this restructuring, Zelensky announced the appointment of Pavlo Yelizarov as the new deputy commander of the Air Force. He will be directly responsible for overseeing, developing, and implementing innovations in the air defense system. The choice indicates a clear bet on technical leadership and operational focus to accelerate the country’s adaptation to the new threat landscape.
The central concept of the new model involves small mobile groups capable of rapidly deploying and employing interceptor drones and short-range weapons. This configuration aims to increase efficiency against kamikaze drone attacks and cruise missiles that typically exploit gaps in traditional air defense coverage. Additionally, the use of cheaper and more flexible systems allows for an economically sustainable response to the prolonged conflict wear and tear.
Ukraine has rapidly developed its drone industry since February 2022, when Russia launched its large-scale invasion. Interceptor drones have been highlighted by authorities as an effective and lower-cost solution to neutralize aerial threats, especially in mass attacks.
Maximum Alert in Response to Possible Russian Offensive
During his statements, Zelensky warned the population to maintain an extreme level of vigilance. According to him, Ukrainian intelligence has identified clear signs of Russian preparation for a new large-scale attack. “Russia is preparing for a massive attack and is waiting for the moment to carry it out,” the president stated, asking that all regions be ready to react quickly and assist the civilian population.
The alert was reinforced by Foreign Minister Andrii Sybiha, who reported that Moscow has been conducting reconnaissance of specific targets. Among the main points of focus are electrical substations that supply nuclear plants, which raises the risk of systemic impacts on energy supply and national security.
At the same time, Zelensky instructed Prime Minister Yulia Svyrydenko to make decisions this week to mitigate the effects of recent attacks. The measures include financial bonuses for tens of thousands of emergency professionals involved in restoring heating and electricity, recognizing the crucial role of these workers in maintaining essential services amid the war.
