The Petrobras should resume projects for the construction of a fossil fuel refinery in Ceará. The invitation was made by the current governor of the state, Camilo Santana, since the state-owned company holds prior studies of the region. The installation of this project is named Premium II, designed exclusively for the Industrial and Port Complex of Pacém (CIPP), which was declined in 2015 due to the crisis. All the documentation, especially the licensing emission documents of the project already in Petrobras’s possession, will expedite the process by at least 2 years for the construction of the complex, as a result of extensive discussions between state agencies and the Chinese corporation Guangdong Zherong Energy.
According to the governor, they have been working hard for over 2 years with the Chinese on this refinery. He himself went to Petrobras to ask Pedro Parente to release the technical studies so that the Chinese could resume the work in the region. Camilo proposed that in exchange for this release, Petrobras could become a partner, and it turned out that they agreed to even consider the partnership proposal! Deal closed, and everyone signed the technical cooperation agreement. This process involved Banco do Brasil and FIEC (Ceará State Industry Federation).

As the objective of Petrobras at this moment is to produce oil, dispose of economically unviable assets, and participate as little as possible in ongoing activities, this project would be ideal for this purpose. The refinery will be within the Export Processing Zone, which greatly increases the export potential of the venture.
