The National Electric Energy Agency – Aneel, calculates R$ 2.23 billion for the transfer of resources to tariff moderation already in 2021

The Aneel – National Electric Energy Agency, regulated the transfer of uncommitted resources from the Research and Development and Energy Efficiency programs to the Energy Development Account. According to Aneel’s calculations, only in 2021, R$ 2.23 billion will be allocated to tariffs. This amount should be accounted as revenue in this year’s budget and is still awaiting approval from the agency’s board.

As a result of the transition to Provisional Measure No. 998/2020, the regulation established the article 1 of Law No. 14.120/2021. The law states that resources that have not been committed to R&D and EE projects contracted or initiated by September 1, 2020, as well as resources related to recast projects or resources that have not yet been implemented, must be allocated to the CDE to benefit the moderate tariff between 01/09/2020 and 12/31/2025.

These resources are deposited by Brazilian distribution companies, which must use 0.50% of their investment reserves in research and development projects and energy efficiency plans for energy supply and final use. The energy generation and transmission sector is required to invest 1% in research and development projects.

In the last 20 years, over R$ 15.6 billion has been invested in various research and development projects and energy savings actions. Between 1999 and 2019, investment in research and development projects amounted to R$ 7.71 billion.

The resources will be transferred to the CDE, a sectoral fund that covers the costs of the electric sector. The definition of the usage standard for the amounts should allow for the approval of the 2021 account budget. This is because the directors decided to wait for the approval of the regulation to determine the value of the expenses that each distributor must bear, and these expenses will be passed on to the consumers’ electricity bills when adjusted.
