After 30 Years of Waiting, Paraná City Begins Historic Paving, Transforming the Routine of Residents and Boosting Local Economic and Social Development. A New Chapter Begins.
The streets of Doutor Ulysses, a municipality located in the Metropolitan Region of Curitiba, have started receiving the first layers of asphalt in a moment considered historic by residents and local authorities.
With more than thirty years of waiting, the paving of PR-092, the main access road to the city, represents not only a structural advancement but also the opening of a new chapter for the approximately 5,600 inhabitants, marking the end of decades of isolation and daily challenges caused by the poor conditions of dirt roads.
The paving project results from an investment by the Government of the State of Paraná, which allocated R$ 56.9 million to the work.

The initiative plans to pave 11.95 kilometers of the stretch between Doutor Ulysses and Cerro Azul, the municipality from which the city emancipated in the 1990s.
By June 2025, the work fronts had already advanced 4% in the schedule, with a focus on vegetation removal, which reached 40% execution, an essential stage for widening the road and implementing drainage systems.
Modern Structure Ensures Safety and Durability
The asphalt of PR-092 will be implemented with a high technical standard, including two traffic lanes of 3.5 meters each and 1.3-meter shoulders, totaling 11 meters in width.
According to the Paraná Department of Highways (DER-PR), the pavement will have a semi-rigid structure, composed of subgrade reinforcement, base and sub-base in cement soil, along with a double layer of asphalt binder and Hot Mixture Bituminous Concrete (CBUQ) surface.
The goal is to ensure durability and safety, including the installation of metal guardrails and proper signage, enhancing the protection of drivers and pedestrians.
Engineer Maycon Moura, responsible for overseeing the project, reported that the schedule is moving forward at an intense pace.
He explained that the phase of installing concrete tubular culverts, an essential component of the drainage system, should be completed in the coming weeks.
Soon after, the earthworks stage will begin, preparing the terrain for the structural layers of the asphalt.
The forecast is that the entire process will be completed by the end of 2026.
Asphalt Changes the Daily Life of Residents
The arrival of asphalt in the city symbolizes the realization of a collective dream.
For decades, residents faced difficulties in getting around, especially during rainy periods when the dirt road became nearly impassable.
The dependence on timber extraction and the cultivation of poncã, the basis of the local economy, always encountered logistical limitations, raising costs and harming trade.
Air de Souza Filho, owner of a supermarket in Doutor Ulysses, sums up the population’s feeling of expectation: the new paving is expected to facilitate the transportation of goods, reduce maintenance costs for trucks, and boost commerce growth.
For many merchants, the paving promises to transform daily life, making the city more accessible to suppliers and opening up new business opportunities.
In addition to the direct economic impact, the paving of PR-092 is seen as fundamental for improving access to essential public services, such as health and education.

Students who rely on school transportation report constant difficulties in commuting, losing school days due to the poor conditions of the road.
Maria Otília Alves, a teacher in the city, highlights that the paving will benefit children’s learning, ensuring school attendance and greater safety on their routes.
For those involved in school transportation, like Antonio Correia de Lima, who has been driving a bus for 15 years, the change is eagerly awaited.
According to him, the dirt road required frequent repairs and posed risks for both vehicles and students.
Now, with the machines operating and the effective start of the works, the confidence in the transformation of local reality grows every day.
Economic Development and Real Estate Appreciation
The paving of PR-092 is seen by local leaders as a watershed moment.
According to Zilda Alpes, a municipal employee and lifelong resident of Doutor Ulysses, the project marks the fulfillment of long-standing promises and generates positive prospects for regional development.
The improvement of the roads not only reduces travel time and costs to nearby urban centers but can also stimulate the establishment of new businesses, promote tourism, and expand the population’s access to higher quality services.
Data from the Brazilian Institute of Geography and Statistics (IBGE) indicate that cities with adequate road infrastructure tend to record advances in the Municipal Human Development Index (IDHM) and per capita Gross Domestic Product (GDP).
This trend has been observed in other regions of Paraná that, after receiving investments in infrastructure, began to attract industries, enhance the services sector, and generate more jobs.
Doutor Ulysses is now preparing to follow this path, integrating more effectively into the economic context of the Metropolitan Region of Curitiba.
Another important aspect is real estate appreciation.
Recent experiences show that the arrival of asphalt raises property and lot prices, making the city more attractive to investors and new residents.
The population, which has already shown resilience in facing adversities, now feels confident that paving can boost not only the economy but also quality of life.
Doutor Ulysses Makes History in Paraná
The expectation surrounding the project reflects the impact that the paving of PR-092 can have on Doutor Ulysses and its surroundings.
The city enters the history of Paraná as a symbol of persistence and overcoming obstacles, demonstrating how road infrastructure can be decisive for a community’s future.
The achievement of paving ends a long cycle of promises and difficulties, paving the way for new projects and aspirations.
Public investments in infrastructure remain a priority in various regions of Brazil, and the case of Doutor Ulysses illustrates how roadway projects can transform realities.
The rigorous technical oversight, the use of high-quality materials, and the involvement of the local community reinforce the importance of such initiatives for regional development.
In this scenario, the population watches each advancement of the works closely, eager for the moment when asphalt will finally become a daily reality.
What else might change in Doutor Ulysses after this historic transformation of the city’s streets?
