With Accelerated Works for COP 30, Pará Leads the Generation of Formal Jobs in the Northern Region, but Faces a Shortage of Skilled Labor in the Construction Sector
The construction sector is experiencing a moment of expansion in Pará. Since the beginning of 2024, more than 96,000 jobs have been generated in the state. The main force behind this growth is the preparation for the UN Conference on Climate Change (COP 30), scheduled for November 2025, in Belém.
Public and Private Investments Drive Works
The realization of the international event has attracted significant public and private investments. Federal programs such as the New PAC and Minha Casa, Minha Vida also boost works in urban infrastructure, tourism, health, and housing.
According to Fabrizio Gonçalves, president of Sinduscon-PA, the works have caused an increase of nearly 23% in sector hiring. He highlights the role of investments at different levels: municipal, state, federal, and private.

Pará Leads the Generation of Jobs in the Northern Region
In February 2025, Pará led the creation of formal jobs in the Northern Region, according to the New Caged. The construction sector ranked fourth among the sectors that generated the most job positions. In Belém alone, there were almost 17,000 admissions.
Shortage of Skilled Labor Concerns the Sector
Despite the good numbers, the sector faces a problem: the shortage of skilled labor. “This is our main difficulty today,” stated Fabrizio.
In response, the federal government signed an agreement with CBIC, with support from SENAI and SESI. The goal is to train people from Cadastro Único, mainly beneficiaries of Bolsa Família.
They will receive training in functions such as bricklayer, electrician, and machine operator. During their training and integration into the market, they will continue to receive the benefit for six months.
COP 30 Works Accelerate Growth
Among the ongoing works in Belém for COP 30 are the Innovation and Bioeconomy District (40% completed), the Urban Park Igarapé São Joaquim (20%), and the renovation of Ver-O-Peso, highlighting the Meat Market (81.26%) and the Fish Market (89.38%).
The expectation is that the pace will remain strong in the coming months, marking a historic phase for the construction sector in the state.
