MANY JOBS COMING: Bracell Celulose, one of the main companies in the sector, recently requested a feasibility study for the installation of a new pulp factory in the municipality of Água Clara, located 193 km from Campo Grande, Mato Grosso do Sul. This project reinforces the position of Mato Grosso do Sul as one of the strategic hubs of the pulp industry in Brazil. The announcement was made by state secretary Jaime Verruck, from the Secretariat of the Environment, Development, Science, Technology and Innovation (Semadesc), in a social media post last Friday (23).
The new factory, if realized, promises to not only consolidate Bracell’s presence in the region but also boost local economic development, creating jobs and fostering the state’s economy.

After negotiations with the State Government, studies will begin for a possible pulp industry, which is expected to generate several jobs. According to Jaime, this industry will be located about 15 km from the city and will have a capacity of 2.8 million tons. To give you an idea, it is very similar to the one built in the municipality of Ribas do Rio Pardo.
Mato Grosso do Sul is consolidating itself as a major pulp valley, with another globally recognized company establishing itself in the State. With the signing of the Terms of Reference between Bracell Celulose and MS, the next steps are the licenses to see the possibility of installing and activating the pulp industry, with plans for next year in Água Clara. Mato Grosso do Sul is developing, generating jobs, and becoming a global reference in the pulp sector.
Bracell’s Pulp Industry Will Receive Billion-Dollar Investments
The third pulp industry of the company in the country, which will create new jobs, is expected to be built 15 kilometers from the city center, with a production capacity of 2.8 million tons per year.
The investments in the Bracell Celulose project are expected to exceed R$ 20 billion. The company has been preparing its forest base in the state and has installed a nursery in Água Clara with a capacity for 40 million eucalyptus seedlings per year.
It is worth noting that the company has two other raw material factories in Brazil, one in the Camaçari Hub (BA), where it produces soluble pulp, and another in Lençóis Paulista (SP), where it can produce both soluble pulp, used mainly in viscose production, and bleached eucalyptus pulp.
As mentioned above, the announcement of the new pulp industry, which is expected to generate new jobs, was made on the 23rd by the Secretary of Environment, Development, Science, Technology and Innovation of the state, Jaime Verruck, via social media. When contacted, Bracell confirmed that it has requested a license for environmental studies to analyze the feasibility of installing a new factory in Água Clara (MS).
Other Investments in the Brazilian Pulp Industry
With an industrial complex in Três Lagoas (MS), Suzano, one of Bracell’s rivals, has just activated a new pulp factory in the State, in Ribas do Pardo. With a production capacity of 2.55 million tons per year, the Cerrado Project received investments of R$ 22.2 billion.
Still in Mato Grosso do Sul, Arauco has already begun preparations to build its first pulp factory in the country, in the city of Inocência, with a total investment that could reach R$ 25 billion.
The Sucuriú Project still depends on final approval from the board of the Chilean company and is expected to start operating in 2028. Eldorado, which also produces pulp in the municipality of Três Lagoas, plans to more than double its capacity, with investments of R$ 25 billion.
