During an official visit to Beijing, the special advisor to the Presidency, Celso Amorim, stated that Brazil is open to military cooperation with China. The statement was made during celebrations of the 80th anniversary of the end of World War II in the Pacific, at a parade that gathered international authorities.
According to Amorim, the decision reinforces a new stage of the bilateral relationship and marks an unprecedented presence of the Brazilian Armed Forces in Chinese territory. Until now, only the embassy in Washington hosted high-ranking officers.
Lula Authorizes Sending Officials to Beijing
Decree No. 12.480, signed in June 2025 by President Luiz Inácio Lula da Silva (PT), established the assignment of three military attachés in China. The measure encompasses a general officer from the Army, a rear admiral from the Navy, and a colonel from the Air Force.

On the agenda in Beijing, Amorim delivered a letter from Lula to President Xi Jinping. The document addressed central themes of current geopolitics, such as the tariff imposed by the United States, the war in Ukraine, the crisis in Gaza, and the Chinese proposal for global governance, considered by Amorim as “music to our ears.”
The advisor also met with Chancellor Wang Yi, reinforcing that military partnership is part of a broader context of strategic rapprochement between the two countries.
Global Context Strengthens Brazil-China Rapprochement
For Celso Amorim, the strengthening of military cooperation occurs at a time of growing geopolitical tensions. He highlighted that the weakening of the multilateral system led by the United States increases the need for new alignments.
“The movement of warships, including submarines with nuclear capability, is concerning,” he stated, referring to American military movements off the coast of Venezuela. In this context, cooperation with China emerges as a strategic counterbalance and an opportunity to reinforce the autonomy of South America.
Military Cooperation Beyond Trade and Investments
Amorim emphasized that the partnership between Brazil and China is not limited to trade — in which Beijing is already Brazil’s main partner. The advisor recalled that investments in productive sectors, financial cooperation, and technology transfer projects are underway, now accompanied by a more robust military dimension.
The presence of Brazilian generals in Beijing indicates, according to Amorim, that this cooperation can expand even further. “This also indicates the possibility of cooperation in other areas,” he stated.
