Unprecedented Issuance Occurred in Paraíba Within Pilot Project That Allows Obtaining a Driver’s License Without Mandatory Driving School, With Steps Done via Cell Phone, Reduction of Practical Hours, and Changes in Process Costs, According to Updated Brazilian Traffic Rules.
A resident of Paraíba became the first person in the country to receive a National Driver’s License (CNH) through the new procedure that eliminates the requirement of enrollment in a driving school.
The license, in category A, aimed at motorcycles, was issued on Monday, the 15th, after the candidate completed all the steps required by Detran-PB.
According to a report published by the Autoesporte website on Monday, the 22nd, the CNH was granted within the pilot project of the new model, which allows starting and tracking the process digitally.

The experience took place in Paraíba, one of the states that began testing the procedure after federal regulation.
The driver is Andreza Lima dos Santos, who submitted her application through the official program app and completed the process in just a few days.
According to information from Autoesporte, she had already been riding a motorcycle before obtaining the license but had not been able to regularize through the traditional model due to the costs involved and the difficulty of reconciling schedules with her work routine.
In a statement released by Detran-PB and reproduced by Autoesporte, Andreza reported that the change altered her experience with the licensing process.
“I was riding my motorcycle without a CNH because the costs were very high. Additionally, I didn’t have available time, and now everything is much easier and faster,” she stated.
Changes in the Rules for Obtaining a Driver’s License Without Mandatory Driving School

The new procedure was regulated at the end of last year and altered key points of driver training in the country.
The main change is the removal of the requirement to enroll in a driving school, although candidates must still undergo medical and psychological exams, as well as theoretical and practical tests administered by Detran.
As explained by Autoesporte, the theoretical course can now be completed entirely online, via an app or a public platform, free of charge.
The practical lessons can be conducted with self-employed instructors accredited by Detran or with training centers, depending on the candidate’s choice, but without the minimum hourly load previously required.
Another alteration is the reduction in the number of required practical hours.
In the case recorded in Paraíba, the minimum load was two hours, while the previous model required, as a reference, 20 hours for category A, according to norms in effect before the change.
Process Steps Done via Cell Phone
The process followed by Andreza began with registration in the “CNH do Brasil” app, where she had access to theoretical content.
Next, she opened the National Register of Licensed Drivers (Renach) and underwent the medical and psychological exams required by traffic legislation.
After this step, she took the theoretical test administered by Detran.
With her approval, she digitally received the Learner’s Driving License (LADV), a document that authorizes the completion of practical lessons.
According to Autoesporte, it was from this license that Andreza hired an accredited self-employed instructor to fulfill the practical training hours.

After completing the training, the candidate took the practical exam at Detran-PB’s headquarters in João Pessoa and passed on her first attempt.
With the result confirmed, the CNH was issued, finishing the licensing process.
How Much It Costs to Obtain a Driver’s License in the New Model
Despite the attention drawn by the case, the total amount paid by Andreza was not disclosed in detail.
The available information only indicates the standard costs outlined in the official tables of Detran-PB and the national rules mentioned by Autoesporte.
Among the mandatory expenses are administrative fees, medical and psychological exams, as well as theoretical and practical tests.
The practical lessons, in turn, have variable prices determined by the self-employed instructor or the chosen institution, without a fixed price set by the traffic authority.
Autoesporte also pointed out that the fee for issuing the Provisional Driving Permit, valid for 12 months, remains in effect in some states.
The CNH in digital format, however, is made available at no additional cost after the final approval.
Toxicological Exam Becomes Part of the Process
Another point highlighted by Autoesporte concerns the requirement for a toxicological exam for candidates for first-time licensing in categories A and B.
This requirement arises from recent changes in the Brazilian Traffic Code and adds a step to the process, with costs defined by accredited laboratories.
This requirement is in addition to other exams already provided for by law and is now necessary for completing the licensing process, according to the currently effective regulations.
