The federal government regulated the use of mandatory biometrics for accessing, maintaining, and renewing social benefits, including Bolsa Família. The measure was signed on July 23, 2025, and will take effect 120 days after publication, that is, starting in mid-November 2025, with a phased implementation. According to the federal administration, biometrics will bring more security, reduce registration inconsistencies, and increase trust in the transfer of resources to those entitled to them.
The main basis for identification will be the National Identity Card (CIN), which collects biometric data and uses the CPF as a unique number. The government also stated that the requirement will begin with new concessions and then reach current beneficiaries through a schedule that will be detailed in complementary acts.
In the short term, the guidance is that there is no need to seek the CRAS now. Those who already have valid biometrics registered in government databases will have priority for automatic validation, and only those who do not yet have a record will be advised, at the appropriate time, to carry out the procedure.

When Does Biometrics for Bolsa Família Start and What Will the Schedule Be?
The decree regulating biometrics for social security benefits was signed on July 23, 2025, and published in the Official Gazette. According to the rule, the requirement comes into effect 120 days after publication, which places the practical start in November 2025.
The implementation will be gradual, initially focusing on new benefit applications and subsequently on the phased call of current beneficiaries. The government emphasizes that it will detail the order of calling, the service points, and deadlines in specific regulations.
The official guidance is to avoid travel at this time. The Ministry of Development and Social Assistance (MDS) states that instructions will be announced in advance and that no one should be harmed while the public network does not provide adequate means for registration.
Who Needs to Get Biometric Registration and Who Can Be Exempted?
All beneficiaries of Bolsa Família will have their identity validated through fingerprints and/or facial recognition. However, exceptions are anticipated. Elderly individuals over 80 years old and people with mobility difficulties or special conditions may be exempted according to rules that will be published in a joint act of the responsible ministries. The priority is to ensure accessibility, with both in-person and remote models, without blocking the benefit due to inability to attend.
While details are being finalized, the government considers existing biometrics in databases such as CNH, Federal Police, and Superior Electoral Court to be temporarily valid, which should expedite validation for a large portion of the public.
How Will the Biometric Registration Work: CIN, Caixa, and Service Points
The CIN is the government’s biometric foundation and has already issued more than 30 million cards nationwide, which reduces fraud and simplifies identity verification. Additionally, a partnership with Caixa Econômica Federal aims to integrate biometrics with benefit payments and increase data collection at agencies and in-person structures, starting with pilot projects. Caixa already has biometric data for over 90% of Bolsa Família beneficiaries, which is expected to speed up the verification phase.
In practice, those who already have biometrics registered in official databases should have their identity automatically confirmed. Only those who do not yet have will be advised to go to service points, which will be expanded with the support of Balcão GOV.BR and Caixa agencies, especially in remote and vulnerable areas.
Will Benefits Be Blocked for Those Who Do Not Get Biometric Registration?
According to the MDS, there will not be an immediate rush to the offices or automatic blocking during the adaptation phase. The population should wait for the official schedule. The decree provides for a temporary exemption from the requirement where conditions for biometric collection are not yet in place, ensuring continuity of payments until the structure is available.

O governo quer tirar o bousa família das famílias, e fica achando um monte de problemas para as famílias mais vulnerável desistir do benefício, eu acho isso um absurdo tem muitas pessoas que precisam,e a pobreza não acabou, tem muitas pessoas passando necessidades ainda, desempregados e o benefício cortado. Ou bloqueado. Os responsáveis deveriam olhar esse lado das pessoas perderam o emprego perderam o benefício. Oque fazer. Governo podre então mude as leis pra pessoas se aposentar, um grito maís fácil ficam só ferrando com os trabalhadores , e eles ficam fazendo o salário deles, queria ver eles passarem com 1.518 ou com 600 reais. Duvido que esses deputados e presidente , aguentariam . passar com um salário mínimo.sendo que o trabalhador tenque trabalhar uma vida inteira pra se aposentar com um salário mínimo.
