The new MP approved by the Chamber of Deputies creates the Renovar program and aims to replace the fleet of old vehicles in Brazil, such as trucks and buses, for the modernization of the national transport system in the coming months.

Last Tuesday (02/08), the Chamber of Deputies approved Provisional Measure 1112/22, which creates the Program to Increase the Productivity of the Highway Fleet in the Country (Renovar), aimed at renewing the bus fleet and trucks. Named Renovar, the program aims to modernize the national transport and will count on the help of transport agencies to replace the national fleet of old vehicles in the coming months. 

Renovar Program is created by the Chamber of Deputies after MP approval and will allow the replacement of the fleet of old vehicles in the national transport system 

The transport and mobility segment in Brazil will now benefit from a new vehicle fleet modernization program, Renovar, created by the Chamber of Deputies after the approval of MP 1112/22, approved this past Tuesday.

In this way, the fleet of old buses and trucks in Brazil will be completely replaced to guarantee more technology, quality and safety in the national transport system until the end of the program.

The proposal had already been previously presented, but was changed by the Federal Government during the month of April to also include in the program, road transport vehicles for goods, buses, minibuses and road implements.

In addition, the MP also provides that, in the initial phase of the program, truck drivers working in the Autonomous Cargo Transport (TAC) can participate in Renovar and the renewal of the vehicle fleet will take place through fine funds, from Cide-Combustíveis , guaranteeing a new destination for this collection. 

The rapporteur for the proposal, Deputy Da Vitória (PP-ES), stated that the creation of Renovar to replace the fleet of old vehicles in the country will be essential for the smooth functioning of the economy, since more than 60% of national transport logistics is concentrated on road transport, requiring more attention to this segment of the system.

The Renovar program will then guarantee a new perspective of a more modern national transport system over the next few years. 

MP approving Renovar program aims to reduce logistical costs, modernize national fleet and ensure more quality in the Brazilian transport system 

The MP that approved the Renovar program this week has very clear objectives regarding the impact of changing the vehicle fleet on the national transport at the end of the project, namely: the reduction of logistics costs with the dismantling and destruction of old vehicles; innovation and creation of new business models.

And, above all, the improvement that will be promoted to the work of transport professionals. All these measures will be administered by the National Traffic Council (Contran), which will define the procedures to be adopted. 

Thus, the deputy rapporteur of the MP commented on the objective of the program and said that “Considering that almost a quarter of our trucks have been manufactured for more than thirty years, and therefore consume more diesel oil and are more expensive to maintain, their replacement for more modern vehicles has the potential to substantially impact freight costs, which in turn have a direct influence on inflation rates”.

Data from the National Traffic Secretariat of the Ministry of Infrastructure indicate that there are more than 3,5 million trucks in circulation in Brazil and that around 26% are more than 30 years old, thus proving the need for an exchange and a true renewal of the fleet of old vehicles in the national territory.
