The P15 Project, The R$ 15 Billion Plan to Expand Production in Congonhas
At the core of CSN Mineração’s expansion strategy is the Itabirito P15 Project. The company is investing R$ 15 billion in Minas Gerais between 2024 and 2027, with the majority, R$ 8 billion, allocated for a new beneficiation plant in Congonhas.
Expected to begin operations by the end of 2027, this plant will add 16.5 million tons per year (Mtpa) to the company’s capacity.
The goal is to leap from the current production of about 42 Mtpa to 68 Mtpa by 2028. The P15’s main differentiator is product quality: a pellet feed with iron content between 67.5% and 68%, intended for the production of “green steel” and with superior quality compared to Carajás, according to the company.
The Integrated System of Mine, Railway, and Port of CSN

CSN Mineração’s competitiveness is supported by an integrated logistics chain. The production from the Casa de Pedra mine in Congonhas is transported via the MRS Logística S.A. railway, in which CSN holds an 18.63% stake.
The final destination is the Coal and Minerals Terminal (TECAR) at the Port of Itaguaí (RJ), managed by CSN Mineração itself. This terminal has an export capacity of over 42 Mtpa.
This integrated structure gives the company essential control over the costs and efficiency of transporting its production to the international market.
The Dispute with the Rival to Vale, Competition in the Premium Iron Ore Market
