National Petroleum Agency (ANP) and FGV Energia launched yesterday (25/01) the Offshore Decommissioning Booklet in Brazil – Opportunities, Challenges & Solutions

Decommissioning in Brazil can generate employment and income in the sector. Yesterday (25/01), the National Oil and Gas Agency (ANP) in partnership with the Getúlio Vargas Energia Foundation (FGV) launched the Offshore Decommissioning in Brazil – Opportunities, Challenges & Solutions booklet, with the wide participation of academia, regulators and companies, such as COPPE/UFRJ, CNEN, Petrobras, Shell, ABPIP, ABESPETRO and Estaleiro Atlântico Sul.

The Offshore Decommissioning in Brazil Notebook was launched in a webinar organized by FGV, and included the participation of Rodolfo Saboia, General Director of the Agency.

The Director-General of the ANP explained the importance of the notebook, which, according to him, “is already born historical, as the main reference, in Brazil, for a topic as current as decommissioning”.

“There is an entire industry involved in decommissioning activities, from the engineering project to the shipyards, with the generation of jobs and income along this entire chain. Worldwide, it is estimated that at least US$ 85 billion will be spent on decommissioning this decade. In Brazil, this industry should move R$ 28 billion by 2025, including razing and abandonment of wells, recovery of areas and removal of equipment. Most of these resources will go to the Campos and Santos basins, but there will also be opportunities in practically all regions of the country, as in the case of the Potiguar, Sergipe-Alagoas, Solimões and Amazonas basins”, stated Rodolfo Saboia.

Also present at the launch of the Offshore Decommissioning Card in Brazil were the ANP's Operational Safety and Environment superintendent, Raphael Moura, and representatives from FGV and companies in the oil and gas sector.

Diagnostics on the decommissioning activity in Brazil were deepened at the event, through the perspectives of different actors, and its purpose is to address opportunities, challenges and solutions, as well as clarify society about the possibilities of this activity in Brazil.

About decommissioning

Decommissioning is the set of activities associated with the permanent interruption of the operation of the facilities, the permanent abandonment and razing of wells, the removal of facilities, the proper disposal of materials, residues and rejects, the environmental recovery of the area and the preservation of the conditions of local browsing security.
