“We had an industrial policy proposal that had a fundamental element, which was the oil and gas chain within Petrobras. Above all, because Brazil discovered during Lula’s government the large pre-salt reserves,” she recalled.
“There was a conviction that the pre-salt was fundamental for Brazil’s projection and for the economic and social development of our people.” For former President Dilma Rousseff, the pre-salt was to be considered a great wealth akin to the homeland. But it is being silently and discreetly handed over to other major foreign oil companies, leaving the country vulnerable. “Petrobras is being denationalized and dismembered,” she warns.

Pre-Salt Is Already Being Controlled According To Dilma Rousseff
Former President Dilma Rousseff highlighted that major international oil companies, such as Chevron, Shell, and ExxonMobil, are already controlling the pre-salt. “Petrobras was placed by our governments as the holder of 30% of all the pre-salt blocks. But now, it no longer has the 30%,” Dilma Rousseff warned.
“The company participated in two auctions, in 2016 and 2020. Out of 24 blocks sold, it took five. Foreign companies acquired 19,” she emphasized. Dilma was part of the working group created by Lula’s government to draft the new regulatory framework for the pre-salt when she held the position in the Civil House of the Presidency.
