The lack of workers for seasonal harvests persists in the Northeast in 2025 and continues to pressure agricultural hubs like the São Francisco Valley and the cashew culture in Ceará.

Producers report difficulty filling formal positions because some candidates fear signing a labor contract and losing the Bolsa Família, despite transitional rules that preserve part of the benefit when there is an increase in income from employment.

In May, the federal government updated the Protection Rule, which took effect in June 2025, but the perception of risk continues to hinder hiring in the field.

Bolsa Família Rules Changed In 2025

Since June, families entering the Protection Rule starting from the July payroll can remain in the program for 12 months, receiving 50% of the amount, provided that the income per person does not exceed R$ 706.

Those who entered the rule until June 2025 maintain the previous conditions for up to 24 months, with a per capita limit of R$ 759.

In practice, the formal link does not imply an automatic cut of the benefit. There is a transition period to encourage formalization. These changes are recorded in Ordinance MDS No. 1,084 of May 14, 2025.

While the institutional framework has evolved, reports from the interior of the Northeast indicate that adherence to formal employment remains below the necessary levels.

In the São Francisco Valley, in Pernambuco and Bahia, grape and mango producers describe recurring instances of open positions during pre-harvest and harvest, with last-minute withdrawals motivated by the fear of losing social benefits.

In 2024, the situation had already raised alarms.

In 2025, the pressure remains.

Ceará Cashew Culture Still Suffers From Temporary Worker Shortage

In Ceará, the cashew culture remains dependent on large contingents of temporary workers between August and November.

Previously, sector entities estimated a need of around 20 thousand people per harvest and reported difficulty reaching that volume.

For 2025, producers report the continuation of this bottleneck, which increases costs, shortens harvest windows, and can reduce product quality when the fruit is not picked at the right time.

Public mentions of the problem persisted throughout the year, including in journalistic content that echoed the diagnosis of rural entrepreneurs.

Protection Rule Generates Doubt Among Workers

The update to the Protection Rule sought to provide predictability for the gradual exit from Bolsa Família in cases of increased income from formal work.

The government claims that the goal is to preserve the safety net without discouraging formalization.

In August 2025, over 2.63 million families were under the Protection Rule, with an average benefit of R$ 365.81.

Still, workers report confusion about deadlines and income limits, especially in areas with low coverage of social assistance services.

Public communication reinforces that the entry ceiling into the program remains at R$ 218 per person.

The Protection Rule avoids immediate cuts when income rises due to employment, within the defined limits.

Starting in 2025, the minimum wage was adjusted to R$ 1,518, which changes calculations for limits expressed as fractions of the base wage.

Impacts On Northeast Agricultural Production

The direct effect of the scarcity is the difficulty in meeting schedules for pruning, thinning, and harvesting.

On farms growing grapes and mangoes, delays of just a few days can compromise sizes, sugar content, and export standards.

In the case of cashew, fruit picked at the wrong time loses industrial yield and market value.

The final burden falls on small and medium producers, who are less able to maintain fixed workers between harvests.

Another consequence is the rise of informality.

In municipalities where there is no convincing understanding about the Bolsa Família transition rule, producers report a preference for casual work without registration.

This weakens labor protections and increases the risk of penalties.

Income Grows In The Northeast, But Bottlenecks Remain

Studies from 2025 show that, in 2024, the Northeast led the growth of labor income in the country, with an increase of 13%, nearly double the national average.

The progress coexists with pockets of low qualification and the persistence of incentives for informality in seasonal markets.

Regional heterogeneity helps explain why there are vacant positions in specific chains even in a recovering income environment.

Agro Presses For Solutions

Entities from the northeastern agro sector advocate for operational solutions for harvests, such as formal temporary work models with active communication about the Protection Rule.

There are also calls for specific incentives to employers to cover transportation, accommodation, and quick training costs for pickers.

In the political arena, proposals to legally alter Bolsa Família returned to the debate in 2025.

Advocates argue that it would be possible to enhance the predictability of the transition between benefits and CLT.

Next Challenges In The 2025/26 Harvests

Besides the availability of labor, the competitiveness of the São Francisco Valley depends on logistical costs, access to markets, and stability of contracts.

In 2025, fruit exporters from the Valley pointed out new external risks and, internally, reaffirmed the challenge of labor.

For the cashew culture, the window between August and November remains crucial.

Delays in hiring during this period have a direct impact on the volume and quality of processed cashews.

The update of Bolsa Família rules clarifies that accepting formal employment does not automatically imply an immediate loss of benefits.

Still, producers and municipal managers say that the message needs to reach rural communities with clarity.

If communication advances and hiring efforts are planned in advance, the 2025/26 harvest could offer a concrete test of adherence to the new conditions.
