Initiative Seeks to Reduce Benefit Granting Time to 45 Days, Impacting a Queue Approaching 2 Million People.
The Chamber of Deputies has taken a decisive step to expedite the analysis of benefits from the National Institute of Social Security (INSS). A Provisional Measure (MP) was approved that creates a bonus for civil servants, with the goal of reducing the long wait faced by millions of Brazilians.
How Will the Extra Payment Work?
The proposal creates the Extraordinary Payment for Reducing the INSS Queue (PERF-INSS). With this, civil servants will receive an additional amount for each process analyzed that exceeds the usual workload.
The bonus amount will be R$ 68 for each processed task beyond the target. The measure also includes Federal Medical Examination servers. For medical examiners, the extra amount will be R$ 75 per examination conducted above the regular capacity.

What Is the Expected Impact on the INSS Queue?
Currently, the waiting list for a response from the INSS has 1.9 million processes pending. The government believes that the measure has the potential to eliminate this backlog of pending requests.
The program will last for nine months, and may be extended for another three. The ultimate goal is to reduce the waiting time for benefit granting to the maximum period defined by law, which is 45 days.
What Is Needed for the Measure to Take Effect?
Despite the important approval in the Chamber, the Provisional Measure still needs to be analyzed and voted on by the Federal Senate. Only after this stage will the text proceed to presidential sanction, at which point the new rules will come into effect to combat the INSS queue.
