Emergency plan aims to rebuild 7,4 homes through Minha Casa, Minha Vida in areas hit by disasters
In light of the recent disasters in Rio Grande do Sul, the federal government announced a construction plan that foresees the delivery of more than 7 housing units in up to 10 months, with incentives for construction companies and coordination between different spheres of public power.
Federal incentive prioritizes rapid construction in Rio Grande do Sul
In response to the floods and landslides that devastated several regions of Rio Grande do Sul, the federal government launched an emergency plan within the Minha Casa, Minha Vida program to enable the construction of housing in record time. According to the Ministry of Cities, the goal is to deliver around 7,4 new housing units within 10 months. The houses will be built in specific neighborhoods within the program, prioritizing families who lost their homes as a result of the disasters.
The measure is part of a Task force involving federal, state and municipal governments, with a focus on housing and social recovery in the affected areas. As reported by Agência Brasil, the Minister of Cities, Jader Filho, stated that the urgency in implementing the plan is directly linked to the humanitarian situation of the homeless.

Construction with incentives and integration between public spheres
To speed up the construction of the units, the federal government will offer financial incentives to construction companies that join the project. The idea is to ensure agility without compromising the quality of the works. In addition, the coordination with states and municipalities includes actions such as land regularization, release of land and installation of basic infrastructure – such as water, electricity and sanitation.
According to G1, the release of resources also considers the level of emergency in each location, prioritizing municipalities that have declared a state of public calamity and have already carried out a survey of housing damage.
RS will have priority in housing projects of Minha Casa, Minha Vida
The state of Rio Grande do Sul will become a national priority within the Minha Casa, Minha Vida program throughout 2025. The goal is for the construction of new homes to also function as a vector for social and economic development for the region, generating jobs and promoting the resumption of community life in the affected neighborhoods.
The Ministry of Cities emphasizes that the properties will be allocated to families with incomes of up to R$2.640, included in Band 1 of the housing program, which concentrates the largest number of beneficiaries. Caixa Econômica Federal will be responsible for technical monitoring of the execution of the works.
