The Federal Government Approved The Law That Increases The IPI Exemption On Cars For PCD, Which Was Previously R$ 70 Thousand And Is Now Increased To R$ 140 Thousand
The Federal Government sanctioned Law No. 14,183, which raises the exemption of the Tax on Industrialized Products (IPI) on cars for PCD from R$ 70 thousand to R$ 140 thousand. After approval in the House and Congress, the text remained with the president, Jair Bolsonaro, since June 24. It is worth noting that the Japanese Honda was one of the first brands to offer facilities for the purchase of cars for PCD.

In addition to raising the ceiling for the IPI, the new law sanctioned by the Federal Government reduces the period for exchanging the car for PCD purchased with exemptions from four to three years.
These changes aim to correct, primarily, the price ceiling for cars to obtain the IPI. When the limit of R$ 70 thousand was defined by the Federal Government in March 2012, it was possible to buy even sedans, such as the Toyota Corolla, for example.

Increase In Vehicle Prices
The problem arises when it is seen that there are no longer models with automatic transmission at a price equal to or less than R$ 70 thousand. With the rising prices of new cars caused by the arrival of the COVID-19 pandemic, even the price of the Volkswagen Gol, for example, with automatic transmission, starts at R$ 83 thousand.
The General Market Price Index (IGP-M) indicates that inflation is above 106.5%. Therefore, if only the monetary correction of the period were applied, the current IPI ceiling approved by the Federal Government would exceed at least R$ 145 thousand.

As of today, more than 40 models are available for sale with the IPI exemption for purchase by PCDs. This list includes SUVs such as Hyundai Creta, Volkswagen T-Cross, Chevrolet Tracker, and the Honda Civic, which we will discuss now.
The medium sedan from Honda, which is one of the pioneers in offering cars for PCD, is reaching a price of R$ 127,100 and an estimated price, with discount, of R$ 99,140. With this amount, you will get an EX version with a 2.0 engine producing 155/150 horsepower and its CVT automatic transmission, which features seven simulated gears.
Honda’s vehicle is a reference in comfort and carries the title of “the car that doesn’t have problems.” In this EX version, the Civic could have a price lower than R$ 100 thousand today, within the new ceiling for PCD approved by the Federal Government, offering a great list of features and also a mechanical set balanced between comfort and performance.
