CSN Invests R$ 3 Billion in Itaperuçu with New Cement and Lime Factories, Creating Up to 18 Thousand Jobs and Boosting the Local Economy.
The National Steel Company (CSN) announced an investment of approximately R$ 3 billion for the construction of a cement factory and a lime factory in Itaperuçu, a municipality located in the Metropolitan Region of Curitiba (RMC). The decision was announced after a meeting between company representatives and Governor Carlos Massa Ratinho Junior. This project aims not only to increase cement and lime production but also to generate a significant number of jobs in the region.
CSN Project and Economic Impacts
The investment will be mainly divided into the construction of the cement factory, with approximately R$ 2.8 billion allocated for this part of the project.
The new cement plant will occupy an area of about 150 hectares, with an additional 70 hectares designated for mining.

The construction of the CSN factories is expected to begin in 2025, depending on the acquisition of the necessary environmental permits.
The project will be implemented in a rural area of Itaperuçu, which already has a vocation for the mining industry.
Recently, the municipality received another significant investment of R$ 145 million from Votorantim, reinforcing the region’s economic potential.
The estimate is that, during the construction period, around 15 thousand direct and indirect jobs will be created.
After the completion of the works, the operation of the factories is expected to generate another 3 thousand jobs.
The presence of the new factories should also contribute to the economic growth of Paraná, which is already among the largest job creators in the country, with a GDP growing at a rate higher than the national average.
Licensing and Environmental Processes
Currently, the CSN project is in the phase of obtaining the necessary environmental licenses.
The Water and Land Institute (IAT) is coordinating the process, which includes the analysis of the Environmental Impact Study and the Environmental Impact Report (EIA/Rima).
José Luiz Scroccaro, president of the IAT, reported that the agency will have 30 days for technical analysis and inspections after receiving the documents.
After that, public hearings will be held to discuss the project’s impact with the community.
The State Department of Sustainable Development (Sedest) is also involved to ensure that the licensing process is completed efficiently.
Everton Souza, state secretary, emphasized that the goal is to start the works in early 2025, provided that the technical and legal process advances as planned.
Logistical Aspects and Regional Benefits
In addition to the construction of the factories, CSN is also planning the construction of about 30 kilometers of roads to connect the new facilities to the existing road infrastructure, particularly to the Rodovia dos Minérios (PR-092).
This improvement in logistics will facilitate the flow of cement and lime production, benefiting agribusiness and civil construction in the region.
The Government of the State of Paraná is supporting the project by granting tax incentives through the Paraná Competitivo program, which may include extending ICMS payment deadlines and reducing rates for companies investing in the state.
This is expected to result in more jobs and income for the local population, as well as boost state revenue.
