The president Luiz Inácio Lula da Silva was not satisfied with some aspects of a presentation by the CEO of Petrobras, Jean Paul Prates, concerning a draft of the company’s new investment plan. Lula emphasized the need for a plan that could have a more positive impact on the Brazilian economy. It was highlighted that the draft of the first five-year budget of Petrobras during his administration provided insufficient numbers for the shipbuilding industry and very long timelines for the fertilizer sector.

The president clearly expressed that hiring foreign suppliers only harms projects that could promote job creation in Brazil before the end of his term in 2026.

Additionally, in the proposal for the new plan, Lula also advocated for the resumption of work in the fertilizer sector, which is a product that Brazil has a strong dependence on imports, yet is an agricultural powerhouse.

Petrobras stated that the plan is still in development and will follow the strategic elements approved by its board of directors, in compliance with current governance practices and the commitment to generating value for the company. According to sources, Lula also urged Petrobras to include a greater local content and generate national income. The president wanted Petrobras to increase the number of vessels contracted in Brazil from four to 25. He also argued that the same amount invested in projects abroad should be used to promote the national industry. The president further called for the resumption of a fertilizer factory in Mato Grosso do Sul, which would mark the revival of plans for the factory and the creation of new jobs in Brazil. The strategic plan of Petrobras is expected to include the publication of investments under analysis, in addition to firm projects; which would raise the total amount to around 100 billion dollars over five years, according to a source familiar with the discussions. Lula summoned the CEO of Petrobras to the Brazilian capital the following week, allowing for changes to what was presented preliminarily.
