The Minister of the Environment Marina Silva Highlighted That the World Still Cannot Discard Fossil Fuels. The Licensing of Ibama for the Exploration of Petrobras in the Foz do Amazonas Remains a Great Debate in Brazil.
On Wednesday, (05/17), the current Minister of the Environment of the Lula Government, Marina Silva, expressed her opinion on the exploration project in the Foz do Amazonas, being developed by Petrobras. According to her, the final decision regarding licensing still rests with Ibama. She also criticized the current contradiction regarding fossil fuels, stating that the world still cannot dispense with this product in the race for decarbonization.
Minister of the Environment Marina Silva States That Petrobras’ Licensing in the Foz do Amazonas Only Depends on Ibama
In an interview with GloboNews on Wednesday, Minister of the Environment, Marina Silva, said that the world still cannot forgo fossil fuels.
According to the minister, the current global market lives in a constant contradiction, as it seeks the decarbonization of sectors, but does not want to give up fossil fuels.

While Brazil sets records in solar and wind energy, the electrical system shuts down power plants every day because the transmission lines can’t handle it — and the losses have already exceeded R$ 5 billion in three years.

Brazil grows less than its neighbors despite the advantage of oil, says IMF, while Venezuela could access up to $5 billion.

American company acquires rare earth mine in Brazil for R$ 13.9 billion.

Petrobras puts R$ 15 billion on the table and begins studies with artificial intelligence in the Marajó Basin, while projecting US$ 2.5 billion in the Equatorial Margin to explore 37 strategic sedimentary basins in Brazil.
She cited the example of China, which is striving to abandon coal but still relies heavily on the fuel.
“This is a contradiction that exists in the world because things do not change overnight,” Silva said.
The debate about the current decarbonization scenario arose when Marina Silva was asked about the licensing of Ibama for Petrobras’ exploration in the Foz do Amazonas.
According to her, the decision on whether to grant Petrobras a license to explore oil in the region will be made exclusively by the agency. Silva stated that the Ministry of the Environment will not interfere in the decision-making process.
“We are not here to make things difficult or easy,” she said. “We are here to comply with the law.”
Marina Silva’s comments about fossil fuels come at a time when the world is facing a growing energy crisis.
The minister emphasized that the licensing procedure for the project is complicated and that the exploration campaign is planned for an extremely sensitive area.
The sensitivity mentioned is certainly reflected in the technical opinion issued by Ibama staff. This will be duly considered, according to the minister.
She further reinforced that, when dealing with the environmental agenda, it is not about creating obstacles or making things easier, but rather tackling the challenges responsibly.
Ibama’s Technical Team Changes Understanding on Petrobras Licensing for Exploration in the Foz do Amazonas
Like Marina Silva, several other environmental experts in the Brazilian scenario are debating the environmental impacts of Petrobras’ exploration in the Foz do Amazonas.
In parallel, Ibama technicians recommended the dismissal and filing of the drilling license application in the Foz do Amazonas, located on the coast of Amapá.
This recommendation was made without Petrobras having the opportunity to conduct a Pre-Operational Assessment (APO), a procedure that simulates the response to a possible emergency in the region, such as an oil spill.
According to the environmental agency’s team, such a test would be necessary to ensure safety in operations in the region.
“Ibama’s decision on granting the operational license should occur after the APO is conducted. At the moment, Petrobras is awaiting the scheduling of the exercise by Ibama,” the state oil company commented in a statement.
Now, Minister of the Environment Marina Silva and other representatives of the Brazilian environmental movement are awaiting the next steps from Ibama regarding Petrobras’ exploration of the Foz do Amazonas.
