The Third Nuclear Power Plant of Angra dos Reis, in Southern Rio de Janeiro, Is Currently on Hold, and Its Construction Is Expected to Resume by the End of 2021
The Federal Government sent a notice to Eletrobras regarding a new Provisional Measure (MP), published this Wednesday (02) in the Official Gazette. MP 998/2020 allows the exploration of the future nuclear power plant Angra 3 by private operators and, consequently, the resumption of its construction.

The MP 998/2020, issued by the Ministry of Mines and Energy, allows the National Energy Policy Council (CNPE) to authorize the management of the power plant through a grant of concession. Furthermore, it also addresses the updating of laws regarding the assets of the Union under Eletrobras’ administration.

According to the MP, the decision aims to “promote the enhancement of the country’s nuclear energy resources, preserving national interest.” Following the contracting, the private agent of the Angra nuclear power plant must ensure energy supply for a minimum of 40 years.
Eletrobras stated that there will still be, as provided in the MP, adjustments to the energy price “of any potential gains that may occur during the competitive process of hiring suppliers for the completion of the project’s works.”
The Angra 3 nuclear power plant will become the third plant of the Almirante Álvaro Alberto Nuclear Power Center (CNAAA). The expectation is that in commercial operation, the new unit will have a capacity of 1,405 megawatts, which is enough energy to supply the cities of Brasília and Belo Horizonte for the same period.
The provisional measure still needs to be approved by the National Congress within a maximum period of up to 120 days. The Angra 3 nuclear power plant, located in southern Rio de Janeiro, is currently on hold, and its construction is expected to resume by the end of 2021, with an expectation that the work will be completed by 2026.
