The Federal Revenue Service expects 44 million submissions of the Income Tax declaration in 2026, but most are unaware that they can redirect up to 6% of the tax as donations to social protection, culture, and sports funds, a mechanism with no extra cost that can even increase the refund.

The Income Tax has been the main revenue collection tool of the federal government in Brazil since 1979, and the Federal Revenue Service is expecting 44 million declarations this year. What almost no one knows is that the legislation allows taxpayers to make a donation of up to 6% of the due tax to funds aimed at children, the elderly, culture, and sports, without spending a single cent more than they would already pay. Marcos Hangui, a specialist from King Accounting, explains that the mechanism works as a redirect: the donated portion is deducted from the Income Tax that would be collected anyway, potentially reducing the debt or increasing the refund by the same amount.

This possibility has existed for years but remains ignored by the overwhelming majority of filers. The Federal Revenue Service itself acknowledges that the Income Tax has no fixed destination and is part of the general cash flow of the public budget. However, the Constitution opens exceptions that allow citizens to choose where part of their tax goes. It is in this legal loophole that the chance to transform the declaration into something more than a bureaucratic obligation lies: a tool for direct social impact, accessible to anyone who fills out the complete form.

What happens to the Income Tax when no one chooses the destination

Without voluntary donations, the full amount follows the constitutional flow of distribution. Half goes to the federal government, 22.5% funds the fund that transfers resources to the states, 25.5% feeds the equivalent fund for municipalities, and 3% goes to productive investments in the North, Northeast, and Midwest. After this division, the money dissolves into the budget of each federative entity and loses any traceability for the taxpayer.

In practice, the Income Tax funds health, education, security, infrastructure works, and payroll for civil servants. The choice of where each real is applied falls to the budget planning of each government, a process in which the average citizen has no direct participation. This is exactly why the possibility of redirecting up to 6% as donations to specific funds gains relevance: it is the only avenue that legislation offers for those who fill out the declaration to exert some influence over the destination of their own tax.

How the donation of up to 6% of the Income Tax works

The taxpayer who uses the complete model of the declaration can direct up to 6% of the tax owed to funds related to the protection of minors, support for the elderly, cultural incentives, and sports promotion. If the Income Tax owed totals R$ 10,000, this means up to R$ 600 redirected throughout the fiscal year to the selected funds. In the mode done directly in the Federal Revenue program, the ceiling drops to 3%, or R$ 300 in the same example.

What shocks most people is discovering that this donation does not come out of pocket. The amount is subtracted from the Income Tax that would already be charged: those with outstanding balances see the total decrease, and those entitled to a refund receive the corresponding increase. There is no additional outlay. The practical effect is to transfer a portion of the tax from a generic destination, controlled by the government, to a fund with a defined social or cultural purpose, chosen by the declarant themselves.

How to make the donation before the declaration period

Those who organize themselves throughout the year can take advantage of the full limit of 6%. The way is to seek a municipal, state, or national council dedicated to the protection of children and adolescents or to the support of the elderly, and make the donation directly to the fund that this council administers. The receipt must be kept until the following fiscal year, when it will be reported in the corresponding section of the Income Tax program.

This anticipation doubles the potential impact compared to the donation made at the time of the declaration. For those who pay significant amounts of Income Tax, the difference between 6% and 3% can represent hundreds of reais more channeled to projects that the taxpayer considers a priority. The process requires research on the available funds and discipline to keep documentation, but the Federal Revenue ensures that the deduction is automatic in the final calculation of the tax.

How to reallocate the Income Tax when filling out the declaration

For those who did not plan ahead, the Federal Revenue offers a second chance within the program itself. After entering all the data, the taxpayer selects the complete model and accesses the direct donation section, where they can choose funds in the available categories and define the amount to be redirected. When submitting the declaration, the system generates a collection document for each informed destination, and payment must be made within the deadline.

The mechanism ensures that the deduction is reflected in the final result of the Income Tax. If the declaration indicates an outstanding balance, the donation is deducted from the total; if it indicates a right to a refund, the donated amount is added to what the taxpayer will receive back. The limit in this mode is 3%, half of what is available for those who anticipate, but it still represents a missed opportunity for millions of people who submit the declaration without even opening this section of the program.

Why most taxpayers have never used this option in the Income Tax

The explanation lies in the lack of publicity. The donation feature is not prominently displayed on the first screens of the Federal Revenue program, and most taxpayers associate Income Tax exclusively with the mandatory payment, without realizing that there is room for choice. Experts estimate that if all 44 million filers used the maximum percentage, the volume of resources allocated to social protection funds would multiply exponentially.

The difference between letting the government allocate 100% of the tax and deciding where 6% goes may seem small in isolation. However, when multiplied by millions of declarations, collective donation to Income Tax has the potential to finance projects that currently rely on funds contested within the general budget. Each taxpayer who opens the allocation section in the program and chooses a fund is, in practice, exercising a right to participate that the refund alone does not provide.
