The Ministry of Mines and Energy (MME) must present to the National Council for Energy Policy (CNPE), by the end of the year, a resolution that includes the blocks of the pre-salt polygon on a permanent offer, according to the words of the director of the MME this Monday (24). By law, the areas of the pre-salt polygon need to be offered in the sharing model.

Since they became regulated, six pre-salt auction rounds have been held and another auction round for the excess volume of the pre-salt area onerous assignment contract. Later this year, a second round of areas left over from the onerous assignment is scheduled.
The round is scheduled for December 17th and will re-offer two pre-salt areas that were not sold in the first auction. The change to the offer of the polygon blocks, proposed by the Ministry of Mines and Energy (MME) for the permanent mode, started to be discussed by the government after the pre-salt areas with greater potential, available to be sold to investors, began to run out quickly.

According to Bastos, as nowadays the permanent offer modality only includes areas that are under concession, several issues need to be fixed. When it comes to concessions, it is a much simpler process, but as in the case of production sharing, the CNPE not only needs to authorize these polygon blocks to be forwarded to the permanent offer, but also determine all the economic and technical parameters, making the process a little more difficult.
According to the director of the Department of Mines and Energy (MME), all assumptions associated with the sharing regime must be guaranteed, met and maintain all the necessary requirements to be legal, including Petrobras' preemptive right.
The statements were made during a Technical Workshop on the Oil Potential of Exploratory Blocks in the Permanent Offer, which was transmitted online by the National Agency of Petroleum, Natural Gas and Biofuels (ANP).
With 1.068 exploration blocks, 546 onshore and 522 offshore, the notice was last updated on July 30th. There are currently no areas with marginal accumulations on offer.
