Ministry Of Mines And Energy (MME) Has Until The End Of The Year To Present A Resolution To CNPE To Change The Bidding Model For Pre-Salt Areas Including Blocks Of The Polygon In Permanent Offer
The Ministry Of Mines And Energy (MME) must present to the National Energy Policy Council (CNPE), by the end of the year, a resolution that includes the blocks of the pre-salt polygon in permanent offer, according to words from the MME director himself this Monday (24). By law, the areas of the pre-salt polygon must be offered under the sharing model.

Since they were regulated, six rounds of pre-salt auctions have taken place and another round of auction for the excess volume of the costly assignment contract for the pre-salt area. Still this year, a second round of the leftover areas from the costly assignment is planned.

Rafael Bastos, director of the Department of Oil and Natural Gas Exploration And Production Policy of the Ministry Of Mines And Energy (MME), when questioned, avoided giving information on which would be the first pre-salt areas of the polygon included in the permanent model proposed by the Ministry Of Mines And Energy (MME).
Director Speaks Out
According to Bastos, since today the permanent offer modality includes only areas that are under concession, several issues need to be addressed. When it comes to concession, it is a much simpler process, but as this case is about production sharing, the CNPE not only needs to authorize that these blocks of the polygon be sent for permanent offer, but also determine all economic and technical parameters, making the process a bit more difficult.
According to the director of the Ministry Of Mines And Energy (MME) department, it is necessary that all premises associated with the sharing regime are guaranteed, met and maintain all the necessary requirements to be legal, including Petrobras’ right of preference.
The statements were made during a Technical Workshop on The Oil Potential Of Exploratory Blocks In The Permanent Offer, which was broadcast online by the National Agency of Petroleum, Natural Gas and Biofuels (ANP).
With 1,068 exploration blocks, 546 onshore and 522 offshore, the public notice was last updated on July 30. Currently, there are no areas with marginal accumulations on offer.
