The practical exam to obtain the CNH in Mato Grosso do Sul is undergoing significant changes: the traditional parking test, considered one of the biggest challenges by candidates, has been replaced by three parking maneuvers performed along the route.
The measure, announced by ordinance No. 202/2026, establishes routes of at least 1,000 meters, with a minimum duration of 10 minutes, including mandatory turns and returns, and aims to bring the exam closer to the reality of urban traffic.
The change applies to cars and motorcycles and aims to make the assessment more dynamic, although it raises concerns among local driving schools.

How Do the New Rules of Detran MS Work?
Now, instead of parking exclusively at Detran’s headquarters, the candidate must perform three parking maneuvers distributed throughout the exam route.
During the route, six left turns and six right turns are required, along with two mandatory returns.
The exam now has cumulative scoring, eliminating errors that previously led to immediate disqualification. Minor faults are worth 1 point, moderate faults 2, serious faults 4, and very serious faults 6 points.
Disqualification occurs only when the total reaches 10 points, allowing more margin for error for the candidate.
Specific Changes for Motorcycles and Cars
For motorcyclists, the traditional balance board is no longer required.
Cars must be equipped with airbags and DRL (daytime running lights) in full working order, ensuring safety during the assessment.
Another novelty is the drawing of the neighborhood where the test will be conducted in cities with more than one authorized location.
The goal is to reduce route predictability and test the candidate’s skill in different urban scenarios.
Opinion of Driving Schools
Henrique José Fernandes, president of the Driving Schools Union of MS, expressed concern about the changes.
“The impression is that they need to enable the person at all costs. What is most concerning is seeing our Detran accept all of this with great passivity. We regret”, he stated.
He also criticized the removal of the parking test, evaluating that the minimum duration of 10 minutes per candidate may cause delays and disruptions. “Ten minutes for each candidate is going to be chaos. Wait for the next chapters”, warned Fernandes.
Legal Basis for the Changes
The changes follow the Brazilian Traffic Code (CTB) and Resolution No. 1.020/2025 of Contran, which regulates the procedures for learning, licensing, and training candidates for the CNH.
The ordinance redefines safety criteria, routes, and scoring, aligning practice with the context of modern traffic.

For candidates, the end of the traditional parking test may reduce the stress associated with the exam.
However, it is necessary to master parking maneuvers in motion and control the vehicle along a route with turns, returns, and regulated speed.
Detran recommends attention to details, such as gear changes and observing traffic rules, and warns that candidates can still be disqualified if they accumulate 10 points for faults.
