Octans Aircraft Studies Possibility of Building a New Factory in the Northeast, and the State of Ceará Has Proved to Be One of the Strong Candidates
Octans Aircraft, a manufacturer of airplanes that operates in all phases, from project development to final assembly and delivery to clients, plans to build a new factory with investments of R$ 50 million in the Northeast region. Ceará has proven to be one of the strong candidates for the bid, with three possible areas in the state being: Sobral, Aracati, and Eusébio. The Possible Move of the Airplane Manufacturer to Ceará
The information was revealed on Thursday (09/23) by the newspaper Diário do Nordeste by Raimundo Gomes de Matos, planning director of the Superintendence for the Development of the Northeast (Sudene), the institution sought to analyze the proposal. According to Raimundo, the company has a closed order book for the delivery of 20 airplanes and initially requested support to train northeastern professionals and bring them to the factory in São João da Boa Vista (SP). The support from Sudene is conditioned on having a National Register of Legal Entities (CNPJ) registered in the Region.
The planning director of Sudene also stated that “We did this convincing work to bring the factory here, and he (CEO of Octans Aircraft) accepted. Initially, the municipality of Campina Grande was considered, but we faced some difficulties there as the area belongs to the state government. So, we worked to encourage them to come to Ceará.

Possible Areas for Factory Installation in Ceará
The area considered for the factory operation in Aracati is located at the airport of the municipality, where, until 2019, the base of TAM Executive Aviation operated. The area in Sobral is also under the responsibility of the State Government, while a private company is responsible for the third possibility, where there is a helicopter workshop.
“He (the company representative) has his own resources. We conducted a study of the proposal, and it has economic viability. We have these spaces that would be negotiated with the government and municipality, but he is also seeking private partnerships to have more options,” affirms Matos. The decision on where the investment of R$ 50 million will be made is expected to be announced in the next two months, as there is already a portfolio of projects to be delivered.

Desaer – Aeronautical Development – has plans to build its airplane factory in the city of Araxá, in the state of Minas Gerais, aiming to produce the twin-engine ATL-100 (light transport aircraft). Construction on the airplane factory is expected to begin in the second half of this year. The company was founded by engineer Evandro Fernandes Fileno, who left Embraer in 2016 to create the ATL-100 and, subsequently, found Desaer.
Despite plans to construct the new airplane factory in the state of Minas Gerais, Desaer will maintain its office at Incubaero, an incubator for companies and projects created by the Casimiro Montenegro Filho Foundation, located in São José dos Campos, São Paulo state. The move to Minas Gerais followed discussions with several states, including Espírito Santo, Goiás, and São Paulo.
Desaer currently has seven partners and 40 employees. According to the founder of Desaer, Brazil currently has more than a thousand certified aerodromes, but only about 65 are frequently used. He also mentioned that many cities have runways to accommodate airplanes but do not have flights.
