Santa Catarina Adopts New Laws Impacting Farmers, Tourism Professionals, and Different Sectors, Highlighting Unprecedented Rules on Tractor Circulation and Mandatory Signage for Rural Areas on State Highways.
Starting this month, Santa Catarina will have a set of new state laws aimed at strengthening rights and expanding guarantees in different sectors, particularly regarding the circulation of agricultural machines on highways.
Law 19.350/2025, enacted by the Legislative Assembly, establishes regulations for the transit of tractors and other agricultural equipment on state roads, as well as mandatory signage for rural zones.
This measure, approved with support from parliamentarians and representatives of the agricultural sector, aims to ensure more legal and operational security for farmers during the harvest and daily life in the fields.

Tractor Transit on State Highways
The legislation, proposed by Deputy Altair Silva (Progressistas) and co-signed by Oscar Gutz (Partido Liberal), mandates that state highways passing through rural areas must have specific alert signs informing drivers about tractor traffic or the possibility of tractor crossings.
Another requirement is the clear signage of rural perimeters, marking the beginning and end of agricultural areas along the roads.
According to Silva, the central goal of the new rule is to ensure the right to freedom of movement for rural producers, protecting the use of roads by agricultural machinery without the risk of undue fines.
The need for this regulation gained momentum after several reports of farmers being fined for driving tractors on state highways, including instances of equipment seizures during 2024.
As reported by Altair Silva, “last year, we received reports of farmers being fined for driving on the highways with their agricultural equipment, some of which were confiscated by police forces. Our attempt with this legislation is to ensure that farmers can work peacefully in their fields”.
The parliamentarian also emphasizes that the installation of mandatory signs and the delimitation of rural zones aim to guide all drivers, reducing the risk of accidents and favoring harmonious coexistence between agricultural traffic and the traditional flow of vehicles.

Tourist Guide Profession: Regulation and Valuation
In addition to the new law for tractors, six other parliamentary proposals have been sanctioned, bringing impacts to different economic and social segments in Santa Catarina.
Among them is Law 19.382/2025, which establishes criteria for the practice of the tourist guide profession.
Authored by Deputy Neodi Saretta (Partido dos Trabalhadores), the regulation stipulates that only professionals duly registered in Cadastur, the national system of the Ministry of Tourism, will be allowed to operate in the state.
The text also includes guidelines for the appreciation and qualification of guides, requires official recognition, and aims to curb irregular activity in the sector.
“The measure aims to guarantee quality in the services provided, safety for visitors, and appreciation for the professionals directly involved in promoting the historical, cultural, and natural heritage of the state”, details Saretta.
Recognition of Public Agricultural Companies
Other legislative initiatives sanctioned include the recognition of public agricultural companies as essential for the socioeconomic development of Santa Catarina.
Law 19.359/2025, proposed by Deputy Fabiano da Luz (PT), highlights the importance of the Agricultural Research and Rural Extension Company of Santa Catarina (Epagri), the Integrated Agricultural Development Company of Santa Catarina (Cidasc), and the Supply Centers of the State of Santa Catarina (Ceasa/SC).
According to the text, these companies will only retain recognition if they observe policies for institutional strengthening, such as regular public competitions and salary appreciation for employees.
Promotion of Regional Tourism and Cultural Valuation
In the field of regional tourism, Law 19.337/2025, also from Altair Silva, establishes the Route of Artisan and Sport Fishing in Western Santa Catarina.
The goal is to stimulate tourism in the municipalities of Itá, Paial, Chapecó, Guatambu, Caxambu do Sul, Águas de Chapecó, São Carlos, Caibi, Mondaí, Palmitos, and Itapiranga.
This initiative aims to foster the fish production chain, create income opportunities, and enhance the economic development of the region, while also valuing local traditions and practices.
Cultural recognition and the strengthening of regional identities have also been included in the new state laws.
Law 19.349/2025, from Altair Silva, designates the municipality of Iomerê as the Capital of Pig Farming and Lamb in Santa Catarina, highlighting its productive and symbolic relevance in the state’s agricultural scenario.
Another novelty is the establishment of the State Day of the Afro Weaver, instituted by Law 19.338/2025, authored by Fabiano da Luz, to be celebrated annually on June 6, reinforcing the importance of traditions and professions linked to Afro-Brazilian culture.
Valuation of Professionals and Service Entities
Also in the context of professional appreciation, Law 19.392/2025, proposed by Deputy Nilso Berlanda (PL), establishes the State Day of Valuation and Recognition of the Social Service of Commerce (Sesc) and the National Learning Service (Senac), celebrated on May 16.
The regulation seeks to honor entities that are fundamental for professional training, social inclusion, and service provision to the population of Santa Catarina.
What Changes with the New Tractor Law on Highways
With this new set of regulations, Santa Catarina demonstrates progress in the promotion of rights, legal security, and appreciation of professions and productive segments in the state.
From now on, the circulation of tractors on state highways is supported by specific legislation, focusing on mandatory signs and rural zone markings.
It remains to be seen how drivers, farmers, and other road users will adapt to these changes in their daily routines and what practical effects will be observed in the coming months.
