The Embassy of Nicolás Maduro’s Government Started Operating After the Venezuelan Opposition Movement Led by Juan Guaidó Closed Its Representation in the Country After Lula’s Inauguration.
The only diplomatic representation of Venezuela operates outside Brasília. Lula was close to Hugo Chávez, who passed away in 2013. At the same time, the process of Maduro’s embassy in Brasília began.
The Minister of Foreign Affairs announced Maduro’s embassy in Brasília. Brazil’s Minister of Foreign Affairs, Mauro Vieira, announced the restoration of relations between the two countries, ending years of distance between Jair Bolsonaro and Maduro. Meanwhile, the Venezuelan opposition is adopting new tactics to try to regain strength in the country and decided at the end of last year to end the interim government that Guaidó created in 2019 on the grounds that it “no longer served” to seek political change.
The end of the recognition of Guaidó led to the closure of the diplomatic representation of the interim government in Brazil and other countries, including the United States. Opposition representatives based in other countries are now considering whether to stay there or return to Venezuela.

Ambassador for Maduro’s Embassy in Brasília
Maduro’s government appointed Manuel Vicente Wadel, former Consul General of Venezuela in São Paulo, as its future ambassador in Venezuela, but the name needs to be confirmed by Lula. He was declared persona non grata during Bolsonaro’s government.
However, Vadell and other officials did not need to be forced to leave Brazil by a Supreme Court decision. With a writ of habeas corpus request, Freddy Efrain Meregote Flores, the chargé d’affaires ad interim of the embassy in Brasília, remained in Brasília to maintain contact with the PT. The appeal was filed by Paulo Pimenta, secretary of the Social Communication Secretariat.
The Brazilian chancellor decided to send Ambassador Flavio Helmond Macella to Caracas as Chargé d’Affaires, who will be responsible for reopening the embassy and the consulate-general, which operate in the same commercial building and residence of the ambassador in Caracas. All of these are assets of the league. His Itamaraty team will have to hire local staff.
Analysts believe that the National Assembly’s decision of the opposition to end Guaidó’s interim government is necessary but too late. Chavismo sees the measure as a victory, as it continues to divide the Venezuelan opposition and exacerbate Guaidó’s loss of political credibility.
In a statement on social media, Guaidó said that the opposition needs to seek unity with the common goal of defeating chavismo in the upcoming elections. Since 2019, Guaidó has declared himself president of Venezuela and has been acknowledged by around 50 countries, including the United States and Brazil. But the politician is losing power, with three major opposition parties pushing for the end of his interim government.
