The Brazilian State Oil Company Petrobras May Have to Initiate a New Bidding Process for the Leasing of a Liquefied Natural Gas (LNG) Regasification Terminal in Bahia, Reports Kallanish Energy.

Petrobras said at the end of last week that it opened bids from three companies: bp, Compass Gas and Energy, and Golar Power, but only one commercial proposal was received, which was disqualified for the lease of a liquefied natural gas (LNG) regasification terminal.

The TR-BA leasing process consists of a terminal with a capacity of 20 million cubic meters per day (Mmcm/d) and an associated pipeline in northern Brazil.

This does not include a floating storage and regasification unit (FSRU). bp requested a postponement of the opening of commercial proposals to potentially resolve “outstanding issues,” while Compass submitted a letter declining the commercial proposal.

Petrobras received a commercial proposal from Golar Power, a joint venture between Golar LNG and Stonepeak Infrastructure, now known as Hygo Energy Transition. However, Petrobras’s integrity risk assessment disqualified Golar Power from the competition due to corruption allegations against Eduardo Antonello, CEO of Golar Power. The executive, who denies any wrongdoing, stepped down from the company at the end of last month.

Golar Offers R$ 130 Million for the Lease of the LNG Terminal in Bahia

Golar Power informed that it offered R$ 130 million for the lease of Petrobras’s LNG Terminal in Bahia, until December 31, 2023. The company “refuted” the state-owned company’s decision that disqualified it from the competition due to a high Integrity Risk Level (GRI).

The decision was made after the company’s licensed president in Brazil, Eduardo Antonello, became a target of the Lava Jato operation due to his role at Seadrill, a company that charters drilling rigs for Petrobras.

Petrobras has not disclosed details for a new schedule, while Golar Power stated that it would appeal the decision.
