Governor Rafael Fonteles Signs Agreement with Chinese Giant CGN to Expand Renewable Energy Generation in Piauí, with Investments of Over R$ 3 Billion and Focus on Innovation
During an official agenda in China, the governor of Piauí, Rafael Fonteles, announced the signing of a memorandum of understanding with the state-owned China General Nuclear Power Group (CGN), the largest in the nuclear sector in the Asian country. The agreement provides for over R$ 3 billion in investments for renewable energy projects in the state.
The signing took place this Monday (12), in Beijing, as part of the international mission led by President Luiz Inácio Lula da Silva.
CGN has been operating in Piauí since 2019, with solar plants in Ribeira do Piauí and wind farms in Lagoa do Barro.

Farmers swapped diesel for solar panels in Pakistan, powered irrigation pumps almost cost-free, expanded rice fields, and now groundwater has become a red alert in the countryside.

Migrant workers left the world’s largest renewable energy park in India after extreme heat, 12-hour shifts, delayed wages, and poor accommodations at a site that still promises to supply 18 million homes.

Taiwanese fishermen accepted offshore wind turbines in the name of clean energy, but now they say that old routes have disappeared, fish have decreased, and income has become uncertain on the coast.

Europe wants to hold onto the black powder from used batteries because this dark residue contains valuable metals, can supply up to 1 million electric cars per year, and has become an industrial dispute.
Now, the company plans to expand its activities with new solar and wind generation units, as well as energy storage systems. The goal is to reach over 1.4 gigawatts of installed capacity.
According to the governor, the new projects are expected to generate approximately 5,000 jobs during the construction phase.
Rafael Fonteles celebrated the partnership and highlighted the Chinese company’s confidence in the state’s potential. “Piauí increasingly takes on a global leading role in the energy transition. These investments reinforce our position as a reference in clean energy,” he stated.
One of the central points of the agreement is the creation of a pilot project for thermosolar generation. This technology converts solar radiation into electricity in a differentiated way, helping to diversify Piauí’s sustainable energy matrix.
The signing was attended by the CEO of CGN Brazil, Yao Zhigang. Fonteles thanked the company for its trust and stated that the projects have great potential for innovation.
The memorandum is part of a broader package of Chinese investments announced during the Brazilian mission.
In total, R$ 27 billion in contributions were confirmed. Among the main highlights are: GWM with R$ 6 billion, Maint1 with R$ 5.6 billion, and Envision, which will invest R$ 5 billion in the first Net Zero industrial park in Latin America.
