With this update, the value of the minimum remuneration for teachers, updated year by year, increased from R$ 4,420.55, an amount defined in 2023, to R$ 4,580.57 in 2024. This new adjustment means an increase of 3.62% compared to last year.
It’s important to emphasize that this salary is applied to those professionals responsible for teaching in the public education system. Furthermore, this salary is paid to those who work at least 40 hours a week.
Today, it is the responsibility of states and municipalities to pass on the increase addressed in the matter. However, the National Confederation of Municipalities (CNM) advocates that city managers establish the adjustment according to the fiscal conditions of each locality, with equal treatment given to all municipal servers.

Teacher Salary Floor Adjustment Is Illegal, Says Confederation
In a statement published on Thursday, the CNM claims there is a legal vacuum regarding the national floor adjustment for teachers. In this vein, the entity asserts that it is illegal for the definition of the teacher salary floor increase to be determined through an ordinance.
According to the confederation, the adjustment through an ordinance makes the increase legally insecure. In this regard, the entity highlights that, despite this fact, this was the third consecutive time that the government opted to issue an ordinance to endorse the increase.
“This issue is the object of ADI 7.516/DF, filed by the Attorney General’s Office, reinforcing that the government has maintained the error for three years, even knowing that there is no legal security for this adjustment. The CNM has already requested to enter as amicus curiae, in a request that has not yet been reviewed”, it stated in a note.
According to the entity, despite the lower adjustment percentage this year, the government still incurs illegality in the publication of the Ordinance.
“It is worth remembering that, in 2022, Ordinance MEC 67/2022 established an adjustment of 33.24%. In 2023, Ordinance MEC 17/2023 defined an adjustment of 14.95%. For this year, the adjustment was below the National Consumer Price Index (INPC). However, between 2022 and 2024, the increase already totals 58.71%, with an impact of approximately R$ 61 billion only on municipalities. Between 2009 and 2023, Fundeb’s revenue increased by 255.9%, and the adjustment of the teacher floor was 365.3%”, reported the Confederation.
Adjustment Below The IPCA
As mentioned in the CNM note, the percentage increase for 2024 is below the accumulated National Consumer Price Index (IPCA) for 2023, which was 4.62%. Currently, calculated by the Brazilian Institute of Geography and Statistics (IBGE), the IPCA is used by the National Monetary Council (CMN) as a parameter to adjust inflation targets.
In practice, an adjustment below the IPCA index means that, even with the increase published on Thursday, teachers have lost purchasing power, since inflation during the same period was higher than the floor increase published by the government.
