Law 14.562/23 brought significant changes for vehicle identification in Brazil, with the implementation of Mercosur plates. This new standard aims to combat fraud and integrate the countries of the economic bloc, providing greater security and efficiency in vehicle registration. But what changes in practice? In this article, we clarify the details about how the new plates work, the transition deadlines, and the deliberations on tampering.

What Are Mercosur Plates and How Do They Work?

Mercosur plates replace the old model with a modern design and a more secure system. Unlike traditional plates, these do not use seals, which has generated debates about security and possible vulnerabilities.

The unified standard among the Mercosur member countries includes changes such as:

  • Revised alphanumeric sequence: more complex to hinder counterfeiting.
  • Cultural graphic elements: representing the identity of Mercosur.
  • Better visibility: design intended to facilitate reading and enforcement.

Despite some criticism, Mercosur plates present advanced improvements, such as resistance to tampering and integration with vehicle identification systems at international borders.

Deadlines for the Adoption of Mercosur Plates

Although Law 14.562/23 does not stipulate a mandatory deadline for all vehicles to adopt the new model, some rules are already in effect:

  1. New vehicles: since 2020, all must leave deliveries with Mercosur plates.
  2. Used vehicles: the switch to the new model is mandatory in situations such as:
    • Transfer of ownership.
    • Change of state.
    • Changes that require new documentation.

Owners who still use the old model should consult their state’s Detran to check when and how to make the transition. Regulations may vary according to the region.

Penalties for Plate Tampering

Law 14.562/23 supports deliberations on tampering, reconfigurations, or suppressions of vehicle identifications. Consequences include:

  • Prison sentence: between 3 and 6 years.
  • Heavy fines: additional amounts for offenders.
  • Other assessments: seizure of the vehicle, suspension of the driving license, and cancellation of vehicle registration.

These measures were created to deter illicit practices and reinforce the integrity of the registration system.

Impacts and Benefits of Mercosur Plates

Since the introduction of the new model, positive results have already been reported. The standardization has contributed to the detection of frauds and to strengthening security on Brazilian roads.

Additionally, educational campaigns and stricter enforcement encourage owners to regularize their vehicles, promoting a more reliable and functional system. Expectations are that, over time, frauds will decrease and the identification system will reach new levels of efficiency.
