At MME, Renato Dutra Takes Over the Secretariat of Oil, Natural Gas and Biofuels (SPG) with a Mission to Address Pre-Salt, Energy Transition, and Social Programs.
The Ministry of Mines and Energy (MME) announced on Wednesday (3/9) the appointment of Renato Cabral Dutra as the new Secretary of Oil, Natural Gas and Biofuels (SPG). The change was published in the Official Gazette of the Union and marks the departure of Pietro Mendes, who has joined the board of the National Agency of Petroleum, Natural Gas and Biofuels (ANP).
Now, Dutra will be responsible for leading central discussions for the future of Brazil’s energy matrix, at a time when the transition to clean sources needs to advance without compromising fiscal goals.
Solid Career Opens Doors at MME
A career civil servant, Renato Dutra already has a long history in the energy sector. An expert in regulation since 2013, he worked in the superintendencies of Distribution and Logistics, as well as Competition Defense at the ANP.

At the MME, he held strategic positions: between 2021 and 2023, he was the general coordinator of biodiesel; after that, he took over as director of fuels. Since early 2023, he has served as deputy secretary, ensuring continuity of the secretariat’s agendas.
This technical background will be critical in facing the challenges that the ministry carries, ranging from fiscal issues related to pre-salt to the regulation of new sustainable fuels.
Pre-Salt Will Be Immediate Priority
One of the most urgent points for the new secretary at MME is defining the minimum remuneration of the Union in settling the corporate participations in non-contracted pre-salt areas.
The National Energy Policy Council (CNPE) needs to approve the proposal in September. Pré-sal Petróleo S.A. (PPSA) has already published the preliminary notice for the Atapu, Mero, and Tupi fields, expecting to raise about R$ 15 billion this year. This amount is considered crucial for the government to meet its fiscal targets for 2025.
Energy Transition and New Regulations
Under Renato Dutra’s leadership in the secretary of oil and fuels, MME will also have to advance the implementation of the Future Fuel program.
The plan includes decarbonization targets in the natural gas sector, as well as the creation of specific policies for Sustainable Aviation Fuel (SAF) and green diesel (HVO). Another anticipated point is the publication of the decree on biomethane, which will establish the certificates of guarantee of origin (CGOB) as the official reference to prove decarbonization.
Social Programs Under New Coordination
In addition to industry-related topics, Dutra will also have to coordinate the execution of the Gas for the People, a program that will replace the gas voucher. The initiative aims to distribute subsidized liquefied petroleum gas (LPG) loads to low-income families. With this, it aims to reach 15 million beneficiaries by 2026.
The official launch will take place on Thursday (4/9) in Belo Horizonte, with the presence of President Luiz Inácio Lula da Silva and Minister Alexandre Silveira.
Oversight and Combating Fraud in the Sector
Another challenge Renato Dutra will face at MME is strengthening oversight. The Operation Hidden Carbon, launched last week, exposed the involvement of criminal groups in the fuels sector. According to BTG Pactual, the investigated companies held 3% of the national market.
The episode also resonates in Congress, which has already progressed with the bill that classifies habitual debtors. This measure is seen as essential to curb tax fraud and protect public revenue.
