Minister Silvio Costa Filho and Governor Tarcísio de Freitas Seek European Investors for the Santos-Guarujá Tunnel, Largest Project of the New PAC, with Auction Scheduled for August
The Minister of Ports and Airports, Silvio Costa Filho, and the Governor of São Paulo, Tarcísio de Freitas, are in Europe seeking investors for the Santos-Guarujá tunnel project. The work is considered the largest of the new Growth Acceleration Program (PAC) and is budgeted at around R$ 6 billion. The concession auction is scheduled for August 1st.
First Stop: Lisbon
The first meeting took place on Monday (21st), in Lisbon, with the management of the Portuguese construction company Mota-Engil.
The company has a partnership with the Chinese giant CCCC (China Communications Construction Company), responsible for large projects such as the Hong Kong–Zhuhai–Macau mega bridge, with a length of 55 kilometers and underwater sections.

Mota-Engil has been increasing its presence in Brazil. It is involved in the implementation of the Salvador Light Rail and in the expansion works of the Castelo Branco highway (SP). During the meeting, CEO Carlos Mota expressed interest in the Santos-Guarujá tunnel auction.
In addition to Costa Filho, the meeting was attended by the National Secretary of Ports, Alex Ávila, the President of the Santos Port Authority, Anderson Pomini, and the Brazilian Ambassador in Lisbon, Raimundo Carreiro. Tarcísio de Freitas will join the delegation starting Tuesday (22nd).
Meetings Continue in the Netherlands
The agenda continues until Wednesday (23rd) in Amsterdam. The delegation has meetings scheduled with the companies Ballast Nedam and TEC Tunnel. Ballast Nedam has experience in constructing immersed tunnels, such as the one crossing the Nieuwe Waterweg canal in Rotterdam, and another one in Iraq.
TEC Tunnel is a global reference in the sector, with projects such as the Busan-Geoje link in South Korea and the Fehmarnbelt tunnel between Denmark and Germany.
On Thursday (24th), the delegation will visit the latter project. The Fehmarnbelt is an 18-kilometer rail and road tunnel being constructed under the Baltic Sea. It will directly connect the metropolitan regions of Copenhagen and Hamburg.
Santos-Guarujá Tunnel: Project with International Standard
The Santos-Guarujá tunnel will have a length of 1.5 kilometers, with 870 meters submerged. The structure will feature three traffic lanes in each direction. One of them will be exclusive for Light Rail Vehicles (LRVs). There will also be access for pedestrians and cyclists.
Currently, around 28,000 people cross daily between the two banks using ferries and small boats. The ferry crossing is considered the largest in the world by vehicle volume, with a daily average of 14,000 vehicles.
Details of the Concession
The estimated contract is R$ 5.78 billion. The concession will last for 30 years, starting from the signing of the initial term. The auction’s judgment criteria will be the largest discount on the maximum public compensation, which is R$ 304 million per year.
This amount will be divided between the Union and the government of São Paulo. The works must be completed within 60 months after the start.
Four Consortiums Have Already Expressed Interest
According to sources directly linked to the auction preparations, four consortiums have already shown interest in participating in the auction:
- CCCC/Mota-Engil
- Webuild (Italy) with Andrade Gutierrez
- Acciona (Spain), responsible for Line 6-Orange of the São Paulo metro
- OEC (Odebrecht Engineering and Construction), negotiating a partnership with EGTC (formerly Queiroz Galvão) and a third company to facilitate financing
The expectation is to attract more interested parties by the auction date, consolidating the tunnel as one of the main infrastructure projects in the country in the coming years.
