According to the MME (Ministry of Mines and Energy), the plan is to deliver several bills to boost investment in the mining and energy sector
About a few months ago, Minister Adolfo Sachsida declared that the MME was working on a package of measures that would be published still in November of this year, regardless of the outcome of the presidential elections next Sunday.
As a result of the so-called Mining and Energy Market Initiative (IMME), the measures cover topics such as the contracting regime for pre-salt areas, the opening of the free energy market, and the creation of market instruments to finance research in the mining and energy sector.
The proposals from Minister Sachsida, who took office in May, will be able to guide the federal government’s agenda for these sectors if Jair Bolsonaro is reelected. If the current president loses at the polls, the measures could be advanced by Congress or by the new government if there is interest.

About the Bills
“These are Bills that propose actions for the development and strengthening of the electricity, mining, oil, gas and biofuels”, says the minister.
“All aim to reduce bureaucracy, allocative inefficiency, and legal disputes, with measures that stimulate or improve regulation and oversight of the energy and mining sectors.”
A possible privatization of Petrobras, a topic that has been raised by the current government, is not being contemplated in the IMME.
Privatization of Petrobras?
In August, the current president authorized Sachsida to address a possible privatization of Petrobras in 2023, in the case of reelection.
When asked about what has been done in this regard, the minister told Reuters that “Petrobras has been qualified in the Investment Partnerships Program (PPI) for studies and necessary actions that will help evaluate the company’s privatization”.
All IMME projects, according to Sachsida, were made after a series of thematic meetings with public and private government bodies and entities.
Proposals Raised
Among the more advanced proposals, the minister indicated the government norm that enables the opening of the market for low and high voltage electricity consumers.
“By November 1st, numerous contributions are being collected through public consultation no. 137/2022. They will help guide our market opening proposal for consumers”, he comments.
The minister also highlighted the publication in September of MME Ordinance no. 50/2022, which allows high voltage market consumers to purchase electricity from any distributor, enabling about 106,000 new consumer units to migrate to the free market.
