Proposal Submitted to Alesp Foresees Strong Expansion in Infrastructure, Mobility and Essential Services, Focused on Reducing Social and Regional Inequalities.

The Government of the State of São Paulo submitted on Tuesday (30) at the Legislative Assembly the project of the Annual Budget Law (LOA) for 2026.

The document foresees revenues of R$ 382 billion, focusing on structural investments and public policies to meet the main demands of the population.

One of the highlights of the proposal is the allocation of more than R$ 30 billion for investments in structural works and the expansion of quality public services.

“These initiatives allow us to dynamize our productive activities, generate more jobs, strengthen the São Paulo business context and thus elevate the state’s position to the best business environment in the country in relation to global value chains,” highlighted Governor Tarcísio de Freitas.

Budget Priorities

According to the proposal, nearly three-quarters of available revenue will be directed to essential areas such as education, health, public safety, job creation, culture, social development, social housing, water security, and environmental preservation.

The government states that the goal is to enhance the quality of service and reduce inequalities in the state.

SuperAção SP Program

Among the main points is the SuperAção SP Program, launched in 2025.

The initiative brings together different secretaries in actions aimed at overcoming extreme poverty, strengthening food security, and promoting socioprofessional inclusion.

The program seeks to ensure empowerment and autonomy of the most vulnerable population through training and insertion into the job market.

The budget allocated to the program has grown about 50% compared to the previous one, with the inclusion of an additional source of resources.

Investments in Infrastructure

The proposal foresees the continuation of mobility works such as Lines 6-Orange, 17-Gold, 2-Green, 4-Yellow, 5-Purple, and 15-Silver of the Metro. Also included are the modernization of railway lines and state highways, including the Paranapanema Lot, considered strategic for agribusiness.

Resources will also be allocated for the completion of the Northern Ring Road and for new projects, such as the Immersed Tunnel Santos-Guarujá, the Intercity Train (São Paulo-Campinas), and the Administrative Center of São Paulo, the latter marked as an emblematic project of urban revitalization in the capital.

Fiscal Responsibility and Social Participation

To finance the investments, the government plans to use its own revenues from the Treasury, public-private partnerships, and national and international credit operations. The fiscal balance of the state, recognized by credit rating agencies, is pointed out as a factor of credibility and financing capacity.

The text of the LOA also reinforces the commitment to fiscal responsibility, aligned with the Fiscal Responsibility Law and the Budget Guidelines Law.

The drafting process included virtual public hearings and the collection of regional and local contributions, expanding popular participation in defining the priorities of the 2026 budget.
