The plan, however, is still far from becoming a reality. Although it has sparked interest from a Spanish capital investment group and received support from the organization Madrid Foro Empresarial, the city council has stated that it has not yet received a formal proposal and is only open to analyzing the technical feasibility of a structure of this size.
Ferris wheel aims to surpass the current record holder in Dubai
The international reference for the project is the Ain Dubai, located on Bluewaters Island, in the United Arab Emirates. At 250 meters high, it currently holds the title of the largest Ferris wheel in the world in its category, far above the London Eye in London, which is about 135 meters.

The existence of interested parties does not mean that the construction is approved, but it indicates that the proposal has gained traction again after years of uncertainty.
The project also has the support of the Madrid Business Forum, an organization linked to the business environment of the capital. The articulation seeks to present the Ferris wheel as an opportunity for tourism, urban development, and reinforcement of Madrid’s international image.
Even so, the high cost increases the need for approval, studies, and definition of a suitable location. A structure of this size depends on land, accessibility, urban impact, social acceptance, and economic viability before any construction begins.
Idea has been circulating in Madrid since at least 2020
The possibility of building a large Ferris wheel in Madrid did not just arise now. In March 2020, then Deputy Mayor Begoña Villacís revealed that the city council was working on the idea of offering the city the largest Ferris wheel in Europe.
At that stage, there were meetings with a company interested in the project, but the pandemic and political changes ended up reducing the progress of the proposal. The megaproject lost priority and was shelved, although it never completely disappeared from the urban debate in Madrid.
Over the following years, different locations were considered to host the structure. Madrid Río and Parque Tierno Galván appeared among the alternatives discussed, without the idea reaching a final definition.
Now, the project is back on the radar with new information about size, investment, and possible location. The revival demonstrates the persistence of the promoters in finding an area capable of hosting a structure with the ambition to become a landmark of the city.
Madrid Nuevo Norte emerges as a new possible location

The new evaluated location for the Panorama Tower is in Madrid Nuevo Norte, a large urban development planned for the Spanish capital. The focus would be a municipal plot associated with the EMT garages, located not far from the well-known Cuatro Torres.
The choice of Madrid Nuevo Norte could change the direction of the project. Instead of installing the Ferris wheel in an established leisure area, the promoters would link it to a new financial, technological, and business hub that aims to gain European projection.
The presence of a large-scale attraction could reinforce the visual identity of the new area and help attract visitors away from the traditional city center. The proposal is for the site to function as both a tourist and urban destination.
The change of focus also addresses a previously faced issue: residents’ resistance to the project in another region. By seeking a new site, those responsible are trying to reduce opposition and find more suitable conditions for an unusual construction.
Residents’ resistance weighed against previous location
Before Madrid Nuevo Norte appeared as an option, Tierno Galván Park had gained traction in the debate over the Ferris wheel. However, the possibility generated a reaction among residents of Arganzuela, the district where the area is located.
The opposition managed to gather 15,000 signatures against the installation of the structure at that point. This movement showed that the project, although ambitious from a tourist perspective, also raises urban and community concerns.
A 260-meter construction could alter views, circulation, visitor flow, and the use of city spaces. Therefore, local resistance became a significant obstacle for the Ferris wheel’s supporters.
In August 2024, the city council even commissioned a geotechnical study to verify if Tierno Galván Park could accommodate a structure of this size. The results were released in March, but the change of location reduced the centrality of this alternative.
City council has not yet received a formal proposal
Despite the new momentum, the Panorama Tower still does not have authorization to proceed. The Madrid city council acknowledged only that it is open to studying the technical feasibility of a Ferris wheel but stated that it has not yet received a formal proposal.
This point is crucial to understand the current phase of the project. The structure exists as an initiative of promoters and interested investors, not as an approved public work or with defined construction.
Regarding the land associated with the former EMT facilities, the municipal administration indicated that the area has an endowment use and could, in theory, be allocated for such a purpose. This opens administrative possibility but does not represent a final decision.
Before any progress, the proposal must face technical, urbanistic, and political stages. The scale of the work, the estimated cost, and the experience of rejection in another location make the approval process still uncertain.
Panorama Tower would be more than a traditional Ferris wheel
The proposal does not foresee just a Ferris wheel similar to the London Eye or Ain Dubai. The project is described as a “Ferris wheel tower”, with a vertical structure that would bring together different uses beyond the panoramic experience.
The plan includes shops, commercial areas, leisure spaces, and an observation deck. The intention is to transform the development into a complete destination, capable of attracting visitors even beyond the ride in the Ferris wheel cabins.
This concept helps explain the investment estimated in hundreds of millions of euros. The project would not be just a mechanical attraction but a tourist and commercial complex intended to occupy a prominent position in the urban landscape.
The declared ambition is to give Madrid its own “Eiffel Tower”: a structure that surpasses the original function and becomes a visual symbol of the city, associated with tourism, photography, and international recognition.
Work could redesign Spain’s skyline
If built, the Panorama Tower would not only alter Madrid’s landscape. Its 260.4 meters would make the structure the tallest in Spain, above buildings that currently define the capital’s silhouette.
This potential for transformation is precisely what makes the proposal so attractive and so controversial. For its supporters, the Ferris wheel could generate a new tourist image for the city. For opponents, a work of this scale requires rigorous debate about location and urban impact.
Madrid Nuevo Norte could be decisive in this balance. As a region planned to host financial, technological, and business activities, it could incorporate the structure within a larger process of urban remodeling.
On the other hand, the project still needs to prove that the size, cost, and commercial proposal make sense in a city that already has established tourist attractions and residents attentive to changes in their neighborhoods.
Madrid seeks a new icon, but approval is still uncertain
