The National Institute of Social Security (INSS) has already returned more than R$ 2.1 billion to retirees and pensioners who were victims of undue discounts, with payments to about 3 million beneficiaries since the operation began.
Those who have not yet joined can request a refund at no cost through the My INSS app or in person at Post Office branches.

Who Is Entitled to Refund and Under Which Situations
Eligible are the insured who disputed associated discounts and did not receive a response from the entity within 15 business days.
Cases of discounts occurring between March 2020 and March 2025 are also included.
Beneficiaries who have filed lawsuits can participate in the agreement provided they have not received any payments.
In this scenario, it is necessary to withdraw from the lawsuit, and the INSS will pay 5% in fees for individual cases filed until April 23, 2025.
While disputes can be registered through 135, via the app, or at Post Office locations, the acceptance of the agreement itself is not done through Central 135.
Confirmation of acceptance must be made on My INSS or in person.
How the Payment Was Structured and When It Started
The first credits began to be released on July 24, 2025, with daily batches.
The amount is paid in a lump sum, adjusted by IPCA from the date of each discount to its inclusion in the payroll.
The payment order follows the chronology of acceptance: those who accepted earlier get paid first.
Step-by-Step in My INSS: From Registration to Acceptance
The process usually starts with the dispute of the undue discount.
This registration can be made through the My INSS app, by Central 135, or at the Post Office.
Once the request is opened, the entity that made the debit has up to 15 business days to present documents proving the authorization of the discount.
If there is no response within this period, the system unlocks the option to join the agreement.
In the My INSS app, the acceptance process is straightforward.
The insured accesses their account with CPF and password, goes to “Consult Requests”, chooses “Fulfill Requirement”, reads the last comment, and checks “Yes” in the “I accept to receive” field, sending the registration afterward.
This flow has been detailed in official materials from the INSS and remains valid.
Deadline: Until When It’s Possible to Dispute and Join
The dispute of undue discounts can be presented until November 14, 2025.
Even after this date, the acceptance of the agreement will continue available for those entitled and who have already disputed within the period.
This guideline aims to ensure that no beneficiary with a timely request is left without the possibility of being reimbursed.
And if the Entity Responds? What Should the Insured Evaluate
When the entity presents documents within the deadline, the process enters into analysis.
In these cases, the INSS notifies the beneficiary, who can accept the justification presented, contest for ideological falsehood or inducing to error, or even declare that they do not recognize the signature.
Depending on the conclusion, the right to the agreement is confirmed or the request moves on to additional stages.
While the analysis is ongoing, the acceptance is temporarily unavailable, reappearing if the documents are deemed insufficient.
Where to Receive and How the Values Are Corrected
The payment is deposited into the same account where the insured receives the monthly benefit.
The amounts are corrected for inflation, ensuring recovery since the date of the discount.
This correction has been applied automatically in the processing of batches, so it is not necessary to present an own calculation.
Refunds have already surpassed R$ 2.1 billion and continue with the entry of new validated requests.
Situations with Judicial Action: How to Proceed
Anyone who filed a lawsuit and has not yet received payment can opt for the administrative agreement to expedite receipt.
In this case, it is necessary to withdraw from the process and inform the choice at the time of acceptance.
In cases of individual actions filed until April 23, 2025, the INSS will cover 5% in attorney fees.
This rule was established to standardize the treatment of cases and avoid duplicate charges.
Increased Attention: How to Avoid Scams and Frauds
Official communication occurs through government channels: My INSS app, gov.br/inss website, Central 135, and Post Office branches.
The institute does not send links via messages, does not ask for personal data via SMS, and does not charge fees for analysis, dispute, or acceptance of the agreement.
If in doubt, the safe path is to check the request status directly on My INSS or seek assistance at Post Office branches.
What to Do Now, in Practice
If you suffered a discount that you do not recognize, register the dispute as soon as possible.
If you have already disputed and did not receive a response from the entity within 15 business days, check My INSS to see if the option to join the agreement has been released and confirm the acceptance.
For those who received notification with documents from the entity, analyze carefully: it is possible to accept, dispute again with grounds, or deny the indicated signature.
If there is a pending lawsuit, evaluate the convenience of withdrawing from the process to join, observing the rule of 5% in fees when applicable.
It is worth emphasizing deadlines: the dispute remains open until November 14, 2025, and the acceptance will continue to be accessible afterwards for those entitled.
Meanwhile, daily batches of payments continue to be processed according to the order of acceptance, with corrected amounts deposited into the benefit account.
Have you confirmed on My INSS if the option to accept is available in your dispute protocol and if the banking details for the benefit are correct to receive the credit?
