During The Sinking Of A Russian Ship, The Crew Faced A Critical Situation When A Nearby Norwegian Ship Refused To Provide Assistance.

The Russian cargo ship Ursa Major faced its tragic fate in the international waters of the Mediterranean Sea, between Spain and Algeria, when it sank on December 23. The news of the incident surfaced only the next day, when the Spanish publication Español reported the details.

In the midst of the shipwreck, the Russians issued a distress alert, but the outcome was not as expected. The Oslo Carrier 3, a vessel flying the Norwegian flag refused to take the endangered crew on board.

Even in light of the seriousness of the situation, the Norwegians explained that the refusal to provide assistance was due to an unspecified prohibition.

The refusal of the Norwegian-flagged ship Oslo Carrier 3 to rescue crew members from the Russian freighter sparked significant repercussions in the Russian media, which highlighted the violation of international maritime rescue regulations. But what do these regulations state?

Violations Of The International Convention On The Salvage Of The Russian Ship

The decision of the Oslo Carrier 3, which cited an “unspecified prohibition” for not embarking the sailors in emergency, is inconsistent with Article 10 of the International Convention On Salvage of 1989.

This document establishes that the captains of ships are obliged to provide assistance to anyone in danger of death at sea, provided that such operation does not pose a serious threat to the ship or its crew.

The Russian media emphasized that the refusal of the Oslo Carrier 3 is a blatant case of non-compliance with this rule, which aims to protect human lives in situations of extreme vulnerability in the maritime environment.

In the end, 14 of the 16 crew members of the Ursa Major were rescued by the Spanish vessel Salvamar Drago and taken to the port of Cartagena, Spain. The remaining two fell into the sea.

Details Of The Shipwreck

The Ursa Major, flying the Russian flag, was en route from St. Petersburg to Vladivostok, where it was due to arrive on January 22.

The shipwreck was preceded by three explosions in the engine room, resulting in a 50×50 cm hole in the vessel. According to the ship’s owner, Oboronlogistics, the incident may have been caused by a terrorist attack.

In addition to the Salvamar Drago, other merchant ships and a patrol from the Spanish Navy also participated in the rescue operations, as reported by the Spanish press.

International Reactions

The attitude of the Oslo Carrier 3 sparked outrage in Russia, with the press secretary of the Russian president, Dmitry Peskov, labeling the case as “blatant and deserving of total condemnation“.

He emphasized the seriousness of the violation of international regulations and reinforced the importance of investigating the case.

Details Of Article 10

The refusal of rescue at sea is condemned by the international maritime community, as it undermines the basic principles of solidarity and assistance that underpin salvage norms.

Article 10 of the International Convention On Salvage of 1989 is clear in stating that, in situations of danger, the priority must be the preservation of human life, even in extreme conditions.

Article 10 – Duty To Cooperate

The master of a ship in distress must fully cooperate with salvors during salvage operations, in order to ensure the success of such operations. The vessel owner must take the necessary measures to ensure that the master fulfills this obligation.

The salvor, when conducting salvage operations, must exercise due care to avoid or minimize damage to the environment.

The master of a ship in distress, the owner, and the salvor must, each to the extent possible, fully cooperate with the competent public authorities to avoid or minimize environmental damage.

Nessa ordem de ideias, ninguém se salva. Pior, fizeram os norte americanos que invadiram e destruíram o Iraque em cima de mentiras deslavadas. Pelo menos, a Otan, EUA, estavam afrontando a Rússia com a sua expansao para as fronteiras russas. Em 1962, EUA se sentiram ameaçados e bloquearam o envio de armamento russo, dizem que se tratava de um míssel, para Cuba. Pimenta só arde nos nossos olhos, né.

Ocorre que dois erros não fazem um acerto, ou pq um ze **** em algum lugar estuprou uma mulher não justifica que estuprem a sua mãe filha ou irmã, ambos os casos estariam errados, e vc dizer o contrario, bem é sua familia ne, nao acho que vc defenderia? Assim americanos quando erraram no Iraque não justificam russos invadirem a Ucrânia e pior, a estuprarem milhares de mulheres (mais de 5 mil) e sequestrarem mais de 15 mil crianças para serem russificadas (criadas por russos). Não sei de americanos estuprando mulheres no Iraque, ou de criancas sequestradas no iraque para serem criadas como emericanas nos estados unidos, alias nem sei de americanos derrubando aviões comerciais, como russos derrubaram agora pela terceira vez um avião comercial matando civis inocentes. Enfim os americanos estão errados quanto ao Iraque e tantas outras coisas mas os russos além de estarem errados na invasão da Ucrânia cometem crimes contra a humanidade, contra mulheres, crianacs e civis inocentes. Agora eu quero ver vc defender aí estupros de mulheres, como eu citei.

The people of Okinawa campaigned for years to have the US base there closed down following years of criminality by US military personnel stationed there , including the rape and murder of schoolchildren . America came second only to Ecuador in having the highest incidence of child mortality due to domestic abuse in the entire western industrialised world . Russia finally forbid the adoption of children by American agencies following the deaths of Russian orphans taken there . I won’t bother correcting your other assertions or showing you cases of equal or greater wrongdoing . There are good and bad people in every society and America is certainly no exception .
