The Special Bidding Commission (CEL) approved yesterday (7/29) the registration of 12 more oil companies for the Permanent Offering: Andorinha Petróleo Ltda., CNOOC Petroleum Brasil Ltda., Creative Energy Serviços e Exploração Ltda., Enauta Energia S.A, Exxonmobil Exploração Brasil Ltda., FE Intermodal EIRELI, FMT Serviços Indústria e Comércio Ltda., Perícia Engenharia e Construção Ltda., Petróleo Brasileiro S.A – Petrobras, Petromais Global Exploração e Produção Ltda., Petro Rio O&G Exploração e Produção de Petróleo Ltda., Shell Brasil Petróleo Ltda..

ANP opened the First Cycle of the Permanent Offering with the approval, on 6/26, of the offer guarantee accompanied by the declaration of interest for one of the sectors being offered by one of the companies already registered in the process. The public session for presenting offers of the First Cycle will be on September 10.
The other registered companies that are interested in participating in this first cycle will have until 08/07 to submit declarations of interest accompanied by offer guarantees. The sectors that will be in the public session for presenting offers in this first cycle will be announced by 08/16.
What Is the Permanent Offering
The process of the Permanent Offering of areas for exploration and production of oil and natural gas provides for the continuous offering of returned fields (or in the process of being returned), blocks offered in previous rounds that were not auctioned, and also blocks returned to the Agency. According to this modality, registered bidders may express interest in any blocks or areas, provided they submit a declaration of interest accompanied by an offer guarantee. Once one or more declarations of interest are submitted, and all documentation is approved, the CEL of the Permanent Offering announces a schedule for conducting a cycle for presenting offers.
