The National Oil Agency (ANP) Held On 06/03 Two Virtual Workshops With Biofuel Producers To Discuss Proposed Changes To ANP Resolution No. 734/2018.
During the event, the preliminary report on regulatory impact analysis (RPAIR) was presented, which is currently open for public consultation. ANP Resolution No. 734/2018 establishes the rules for biofuel production in Brazil, covering both the authorization for productive activity and the granting of operation authorizations for production facilities.
The first workshop, held in the morning, focused on biodiesel and biogas producers, while the second, in the afternoon, was aimed at ethanol producers. The ANP’s Superintendent of Fuel Production, Patrícia Baran, emphasized the event’s importance for improving regulatory processes and the quality of regulations through social participation.
Among the regulatory options proposed by the ANP are requiring a change management study for modifications to the production facility, requiring a fire department inspection certificate for all ethanol producers, and establishing criteria for revoking operation authorization in cases of no biofuel production for more than two years.

It is worth noting that the proposed changes aim to mitigate risks associated with biofuel production, following guidelines for the protection of human life and the environment.
Mapa and Aprobio Discuss How To Effectively Increase the Percentage of Biodiesel in Diesel Fuel
The Brazilian Association of Biofuel Producers (APROBIO) presented to the Minister of Agriculture and Livestock, Carlos Fávaro, a proposal for resuming the growth of the percentage of biodiesel blend in diesel fuel. The entity wants the current percentage of 10% to increase to 12% in March this year, with a gradual increase until March 2024, when it should reach 15%. The proposal was very well received by the minister, who stated that this is a very important sustainable energy matrix and that it will have full support to strengthen the green economy and Brazilian bioeconomy.
A proposal for the creation of a national program to address advanced biofuels, implementing green diesel and bio-kerosene, was also presented to the minister. According to the director of the Aprobio board, Erasmo Carlos Battistella, this is a necessity since Brazil is a signatory to the CORSIA agreement, which will obligate airlines operating internationally on Brazilian routes to offset their emissions by purchasing carbon credits starting in 2027.
The decision on changes to the blend must be approved by the National Energy Policy Council (CNPE), of which the Ministry of Agriculture and Livestock is a part. If approved, this measure will be an important step forward in promoting a sustainable energy matrix in the country, generating jobs and opportunities for the population, as well as fostering the production of biofuels.
