Argentina and Paraguay Sign Agreement for Construction of Strategic Pipeline Connecting Vaca Muerta to Brazil via Paraguay, Strengthening Energy Integration in Mercosur.
The governments of Argentina and Paraguay took an important step on Wednesday (2), by signing an agreement to facilitate the construction of the Bioceanic Pipeline, a strategic project that promises to link the natural gas fields of Vaca Muerta, in Argentine Patagonia, to Brazil, passing through Paraguayan territory.
The memorandum was signed during the 66th Ordinary Meeting of the Common Market Council and the Mercosur Presidents’ Summit, held in Buenos Aires.
The proposal includes the creation of a binational technical group responsible for conducting technical, economic, and environmental feasibility studies for the project.

Bioceanic Pipeline: Strategic Connection Between Argentina, Paraguay, and Brazil
The main route considered for the pipeline passes through the Paraguayan Chaco, a strategic region that will serve as a logistical corridor.
In addition to transporting natural gas from Vaca Muerta, the project may include other reserves in the region, further increasing its energy relevance.
The Paraguayan Minister of Industry and Commerce, Javier Giménez, emphasized the importance of the project for local development:
“It will be a wonderful project to create a mechanism for transportation and foreign exchange entry, as well as to enhance our industry, since part of this gas will remain in Paraguay to supply our industries in the Chaco, where we have raw materials, labor, and enormous growth potential.”
This new memorandum complements a previous agreement signed between Brazil and Paraguay, strengthening an energy integration plan that has been discussed for over a decade by the Mercosur countries.
By linking these nations through a pipeline, the expectation is to ensure energy security, stimulate regional industrialization, and facilitate access to natural gas in a more competitive manner.
A Project That Is Part of the Bioceanic Route of Capricorn
The Bioceanic Pipeline is just one part of a larger plan: the Bioceanic Route of Capricorn.
This strategic infrastructure includes about 2,400 km of works — such as roads, bridges, and pipelines — and aims to connect the Atlantic and Pacific oceans, uniting Argentina, Paraguay, Brazil, and Chile.
The proposal seeks to offer an alternative to the Panama Canal, facilitating the flow of goods from South America to Asian markets, strengthening exports and reducing logistical costs.
The memorandum represents a concrete advance in cooperation among the countries of the southern continent. By uniting natural resources, infrastructure, and strategic planning, Argentina, Paraguay, and Brazil are moving towards a new stage of regional development based on clean and accessible energy.
Additionally, the project reinforces the importance of joint initiatives in the global scenario, in light of the growing demand for alternative energy sources and more efficient logistical routes.
