Anatel Determined That All Operators in Brazil Must Adopt the “Do Not Disturb” System Within 60 Days. The Measure Allows Consumers to Block Calls from Banks and Promotions
The National Telecommunications Agency (Anatel) decided that all telephone operators in Brazil, including small ones, will have 60 days to integrate the “Do Not Disturb” system, created to give consumers the option to block unwanted telemarketing calls.
The mechanism, which was previously restricted to operators linked to the Self-Regulation System of Telecommunications (SART) — such as Claro, Vivo, TIM, Oi, Algar, Ligga, and Sky — and 67 financial institutions, will become mandatory for the entire sector. After the established deadline, no provider will be able to make service offers via phone to consumers registered on the platform.
How the System Works
The official website www.naomeperturbe.com.br allows anyone to register for free, indicating which telecommunications companies or financial institutions are no longer allowed to make calls with product offers such as internet, phone service, pay TV, loans, or credit cards.

According to Anatel, the system became the official tool to address abusive calls and protect consumer privacy. However, the agency itself emphasizes that there are exceptions: the block does not apply to calls related to collections, fraud prevention, data confirmation, or holding requests for portability, including when involving refinancing offers.
Problem Persists for Consumers
Despite the expansion, experts remind us that many calls continue to occur because parallel sales companies and even scammers do not respect the block list. This non-compliance generates frustration for consumers, who continue to receive excessive calls even after registering.
Experts consulted by the portal g1 highlighted that, although the “Do Not Disturb” system is an important advancement, enforcement will play a decisive role in ensuring that the measure truly reduces the daily inconvenience for millions of Brazilians.
