The plan includes side roads, safe accesses, walkways, signage, service bases, and support structures, with completion expected by the end of 2027.
The SP Highway connecting Baixada Santista to Vale do Ribeira has entered modernization. SP-055 will receive more than R$ 260 million in works aimed at mobility, safety, and improvement of urban accesses on the São Paulo coast.
The road, formed by the Doutor Manoel Hipólito do Rego, Rio-Santos, and Padre Manoel da Nóbrega highways, is the main connection axis between the two regions. The forecast is to complete the announced package by the end of 2027.
SP Highway will have 90 kilometers of side roads
One of the largest projects planned for SP-055 is the implementation of 90 kilometers of side roads between Praia Grande and Peruíbe. The structures are expected to reorganize local traffic and facilitate access to neighborhoods along the highway.

The expectation is to improve the circulation of residents, merchants, and drivers using the corridor. The side roads should also separate urban movements from highway traffic, enhancing flow and reducing conflicts in the sections.
The program includes new grade-separated devices in Praia Grande and Itanhaém. The structures will allow safer returns and accesses, replacing level crossings and accompanying the urban growth of the municipalities served by the concession.
The interventions are distributed across Praia Grande, Mongaguá, Itanhaém, Peruíbe, Itariri, Pedro de Toledo, and Santos. Operational improvements and urban mobility actions for the southern coast are also planned.

Concession foresees R$ 4.3 billion in 212 kilometers
The Novo Litoral Concessionaire is responsible for the modernization of 212 kilometers of highways. The contract foresees an investment of R$ 4.3 billion during the concession period.
The Novo Litoral consortium won, in April 2024, the auction promoted by the Government of São Paulo. The group will manage for 30 years the roads that connect Alto Tietê, Baixada Santista, and Vale do Ribeira.
The plan includes duplications, side roads, bike paths, walkways, pavement recovery, and reinforcement of signage. Cameras, operational bases, and service are part of the measures to enhance user safety.
Augusto Schein, director of Engineering and Operations of the concessionaire, stated that the works aim to integrate the municipalities, improve urban mobility, and make SP-055 more efficient for residents, workers, and visitors.
Bases, walkways, and shelters expand service
The modernization includes a new support base for the Military Highway Police in Santos. The unit is expected to enhance surveillance, monitoring, and joint action between the corporation, the concessionaire, and the State Government.
The User Service network will also be expanded. Four permanent bases have already been delivered, while another four are being implemented in Santos, Itanhaém, Itariri, and Pedro de Toledo.
When the new units are completed, the concessionaire will have eight operational bases along the managed stretch. The structure will increase service capacity and response to incidents recorded on the highway.
More than 20 works on walkways are underway. The set includes adjustments to existing structures and the construction of two new units, located in Itanhaém and Mongaguá.
The program also foresees more than 100 new shelters for public transport passengers. The installations were included to offer more safety and comfort to the population using buses in the served municipalities.
The interventions cover the recovery of environmental liabilities in strategic points of the southern coast. The measure is part of the process of qualifying the infrastructure and preserving areas close to the highway corridor.
