The anticipation of BPC/LOAS has caught the attention of elderly people and persons with disabilities receiving the benefit and looking for alternatives to organize their budget.
The topic has gained momentum in recent months because it involves an important social right, paid by INSS, and frequent questions about the possibility of anticipating amounts.
After all, what is allowed, who can hire it, when can it be done, where to seek the operation, how does it work, and why does this matter require extra attention?

The Continuous Cash Benefit, known as BPC/LOAS, guarantees a minimum wage each month to people in vulnerable situations. Although it is not a pension, it is essential for the subsistence of millions of Brazilians.
Therefore, any information about anticipation must be well understood to avoid losses.
What Is BPC/LOAS and Who Is Entitled to It?
BPC/LOAS is an assistance benefit provided for in the Organic Law of Social Assistance.
It is paid to elderly people 65 years or older and to people with disabilities of any age who can prove low income.
Unlike retirement, BPC/LOAS does not require contributions to INSS. In addition, it does not pay a Christmas bonus and does not leave a survivor’s pension.
Still, it represents a fundamental fixed income for those who have no other means of support.
Anticipation of BPC/LOAS: When Can the Benefit Be Released Before the Deadline
The anticipation of BPC/LOAS can be authorized by the federal government in exceptional moments, such as economic crises, pandemics, or natural disasters.
The measure seeks to guarantee immediate income to people in vulnerable situations who are waiting for the grant of the benefit or who live in regions affected by officially recognized emergencies.
The resource works as an advance on the benefit amount and not as a loan.
Thus, the amounts anticipated are subsequently deducted from the monthly installments of BPC/LOAS, without charging interest, fines, or additional charges.
In Which Situations Does the Government Release the Anticipation of BPC/LOAS?
The release of the anticipation of BPC/LOAS does not occur automatically or permanently.
It depends on a decision by the federal government, which sets rules, deadlines, and amounts according to the scenario faced by the country or by specific regions.
Normally, the measure covers two main groups. The first includes people who have already requested the benefit and are still waiting for their application to be analyzed.
The second involves beneficiaries living in areas affected by extreme events, such as floods, landslides, or other emergency situations.
The goal, therefore, is to ensure a temporary minimum income for those facing immediate difficulties while the administrative process continues its normal course or while the affected population recovers from the damages.
Recent Cases of Anticipation of BPC/LOAS in Brazil
In recent years, the federal government has adopted the anticipation of BPC/LOAS at specific moments.
One of the most well-known examples occurred in 2020, during the Covid-19 pandemic.
At that time, the anticipation of R$ 600 was authorized for up to three months for people with disabilities who applied for the benefit between January 1 and June 30, 2020.
The initiative sought to minimize the financial impacts caused by the health crisis.
Another case occurred in February 2023, after heavy rains hit cities on the coast of São Paulo.
With the recognition of the emergency situation, beneficiaries living in the affected municipalities were able to anticipate up to R$ 1,200 for two months.
The release occurred after the Ministry of Human Rights and Citizenship declared a state of public calamity.
The rains caused landslides, flooding, deaths, and left many families homeless.
Does the Anticipation of BPC/LOAS Guarantee a 13th Salary?
Even when there is anticipation, BPC/LOAS remains an assistance benefit.
For this reason, it does not include the payment of the 13th salary, unlike pensions and retirement from INSS.
However, there is a proposal under discussion in the National Congress. Bill No. 4.439/2020 suggests the creation of an annual bonus for BPC beneficiaries, to be paid in December.
The text provides that the bonus amount be proportional to the time receiving the benefit throughout the year.
Still, the project is still being processed in the Chamber of Deputies, with no set date for voting or approval.
Consigned Loan for Those Receiving BPC/LOAS
Besides the advanced releases in exceptional scenarios, those receiving BPC/LOAS also have the option of a consigned loan again.
The modality was reactivated in June through Ordinance No. 1,114, after being suspended since March 2023.
With the resumption, the commitment of the monthly benefit can reach up to 35%. Of this percentage, 30% is reserved for traditional consigned loan contracts, while the other 5% can be used for expenses with consigned credit cards or benefit cards.
Another relevant detail is the so-called reflection period.
After requesting the credit, the beneficiary has a period of five business days to calmly evaluate the proposal.
If they choose not to proceed with the hiring within this period, cancellation can be done without penalties.
