Unprecedented activation of the emergency plan occurred after high solar and wind generation, low consumption on Sunday, and the need to avoid instability in the country’s energy supply
On Sunday (7), the ONS activated, for the first time, the Emergency Plan for Managing Energy Surpluses in the Distribution Network. The measure was taken due to the combination of favorable weather for solar and wind generation, low consumption on Sunday, and the need to maintain the balance of the electrical system.
Plan was adopted after reduction of centralized generation
Before activating the emergency plan, the National Electric System Operator reported that it requested the reduction of centralized generation resources, which are under its direct responsibility.
With this measure exhausted, the ONS implemented the Emergency Plan for Managing Energy Surpluses in the Distribution Network, approved by Aneel last year.

According to the ONS material, part of this generation is outside the basic network. Even without direct control by the Operator, it influences the functioning of the national electrical system.
Small plants and distributed generation fall within the scope of the measure
The action affects the operation of small hydroelectric plants and also mini and micro distributed generation. This modality includes consumers who produce their own energy and receive a discount on their electricity bill by injecting surpluses into the grid.
This type of generation grew outside the structure directly controlled by the ONS. Even so, when there is low demand and high renewable production, the injected volume can contribute to an excess of energy in the system.
This Sunday’s situation occurred amid weather conditions favorable to energy production by wind and sun. At the same time, consumption did not show high levels.
Absolar sees measure as a reflection of a structural problem
For Absolar, the ONS measures are necessary but indicate a deeper structural problem in managing the energy transition in Brazil.
The association stated that the combination of high solar irradiation and low demand during the long holiday does not represent an anomaly.
For the entity, it is a predictable scenario in countries that have increased the share of renewable sources.
Bárbara Rubim, president of the Board of Directors of Absolar, stated that the advancement of renewable generation is a strategic achievement for Brazil.
According to her, this growth helped diversify the national electricity supply and reduce blackout risks due to lack of rain.
The representative also highlighted that large-scale transitions require compatible planning and infrastructure. For her, the country accumulates a deficit precisely in the capacity to manage available resources.
