New ordinance details which documents will be accepted, who will be exempt, and how biometric identification will work for benefits managed by INSS.
An important change in the rules for social security and assistance benefits has been formalized by the National Institute of Social Security.
The Ordinance DIRBEN/INSS No. 1,347, dated June 18, 2026, was published in the Official Gazette of the Union on June 22, 2026.
The text expands the requirement for biometric registration for applications for retirements, aids, and the Continuous Cash Benefit, the BPC/Loas.

According to the INSS, the measure aims to confirm the identity of applicants and prevent third parties from receiving undue amounts.
New rule expands biometric verification at INSS
The applicant must prove that they have biometric data registered in an official database recognized by the federal government.
The records may be linked to the following documents:
- National Identity Card, the CIN
- Voter registration card
- National Driver’s License, the CNH
Biometrics include the citizen’s fingerprints and facial photograph.
This data is stored in official databases and is used to confirm identity during benefit analysis.
Those who already have biometric registration in one of these databases will not need to undergo a new collection.
Requirement started with BPC and progressed in stages
The implementation of biometrics is occurring gradually.
Since September 1, 2024, registration has already been required for new BPC/Loas applications.
The requirement was expanded on November 21, 2025 for new social security and assistance requests submitted to the INSS.
The government also uses biometric validation in other services, such as payroll loans contracted by retirees and pensioners.
Elderly and other groups may be exempt
The ordinance maintains exceptions for people facing documentary, territorial, or mobility difficulties.
May be exempt from biometrics:
- People over 80 years old, with CNIS or official document with photograph;
- Migrants, refugees, and stateless persons, with the required migration documents;
- Brazilians residing abroad, with consular declaration, Hague Apostille, or social security agreement;
- People unable to travel, with a medical certificate issued in the last 30 days;
- Residents of hard-to-reach locations, with proof accepted by INSS;
- Applicants for maternity pay, disability benefit, or death pension.
The exemption will be recognized when the holder or their representative proves one of the situations provided for in the ordinance.
Lack of biometrics may terminate the request
The applicant will have 30 days to present the biometric record or prove they are exempt, when the requirement is issued.
The request may be terminated if the documentation is not presented within the deadline.
The application, in this situation, may be recorded as a withdrawal by reasoned decision.
Benefits that are already being paid, however, will not be automatically blocked during this implementation phase.
National Identity Card will gain priority
Existing records in the CNH, electoral system, and other authorized databases will remain valid during the transition.
Those without any biometric record must obtain the National Identity Card from January 2027.
The CIN will become the main biometric reference on January 1, 2028.
The document will be used in the granting, maintenance, and renewal of social benefits.
Those who already have the CIN will not need to register fingerprints or facial photograph again.
How to issue the CIN and regularize the registration
The first step is to schedule the appointment in the state’s identification system.
The citizen must present the birth or marriage certificate on the scheduled day.
The digital version of the CIN may include other documents, such as the driver’s license and voter registration card.
The government must also provide, by December 31, 2026, a biometric verification service to the agencies responsible for social benefits.
The tool will allow confirming the identity of citizens through fingerprints and facial recognition.
Do those who already receive benefits need to update their biometrics now?
The update does not need to be done immediately by all beneficiaries.
The implementation will be gradual, while existing biometric records will continue to be accepted during the transition period.
Ongoing benefits will not be automatically blocked just due to the immediate absence of the new verification.
According to the INSS, the Ministry of Social Security, the Ministry of Management, and the Ministry of Social Development and Assistance, the change enhances payment security.
The new rule also aims to reduce fraud and ensure that the amounts are directed to the correct beneficiaries.
