São Paulo City Council Approves Bonus of Up to R$ 1,000 for GCM That Recovers Stolen or Robbed Motorcycles. Measure Values Guards and Reinforces Security in the Capital.
The São Paulo City Council approved, last Wednesday (27), in a symbolic vote, the bill that creates a bonus of up to R$ 1,000 for agents of the GCM (Municipal Guard) who recover motorcycles with theft, robbery or alteration restrictions.
The proposal, authored by Mayor Ricardo Nunes (MDB), was voted on in the second round and now goes for sanction. If confirmed, the measure could take effect right after publication in the Municipal Official Gazette.
How Will the Bonus for GCM That Recovers Stolen Motorcycles in São Paulo Work?
The bonus amount will be paid for each recovered motorcycle and equally divided among the guards directly involved in the operation.

For the benefit to be granted, it will be necessary to prove the occurrence through a Report of Occurrence and Official Report, signed by the participating agents.
It is worth noting that the bonus will not be incorporated into the salary of the professionals. Its release will depend on the budget availability of the City Hall in each financial exercise.
Why Did the São Paulo City Council Approve the Project?
According to the municipal secretary of Urban Security, Orlando Morando, the initiative seeks to value the work of the GCM and strengthen the fight against the theft and robbery of motorcycles in the capital.
“It is an investment both in valuing the server and in the safety of São Paulo residents,” he highlighted.
The theft and robbery of motorcycles have been a growing challenge. Only in 2024, according to a survey by the Álvares Penteado School of Commerce Foundation (Fecap) in partnership with the company Tracker, there was a 9% increase in records, rising from 14,185 cases in 2023 to 15,474 this year.
Recovery of Stolen Motorcycles: The Importance of the Measure for Public Security
The bonus approved by the São Paulo City Council seeks to encourage more effective actions by the GCM in combating crime.
The recovery of stolen motorcycles not only returns the asset to the citizen, but also helps weaken gangs specialized in this type of crime.
Additionally, the active presence of the guard on the streets increases the feeling of security among the population.
According to experts, initiatives like this can serve as extra motivation for agents to intensify inspections and specific operations against vehicle theft.
Recent Investments in the GCM
The São Paulo City Hall emphasizes that the bonus for recovered motorcycles is part of a larger package of investments in security. In 2024, R$ 1.3 billion was allocated to the area, with a forecast of R$ 1.45 billion for 2025.
Among the actions already taken are the delivery of 50 new electric vehicles for the GCM fleet, which now totals 610 vehicles, in addition to the graduation of 500 new civil guards in January.
The expectation is that, with more structure and incentives, the corporation will be even better prepared to face urban security challenges.
The Next Step: Mayor’s Sanction
After approval in the second round, the text now goes for sanction by Mayor Ricardo Nunes. Since the project was presented by the Executive itself, the expectation is that it will be quickly published in the Official Gazette.
The measure will be another public policy instrument aimed at addressing crime, especially in combating the theft and robbery of motorcycles, which directly affect thousands of São Paulo residents.
The decision by the São Paulo City Council to approve the bonus for GCM in the recovery of motorcycles represents a milestone in valuing civil guards and strengthening security in the capital.
With the increase in theft and robbery rates, measures like this become essential to protect the population and reduce criminality.
If the sanction is confirmed, São Paulo residents will be able to count on an even more motivated Civil Guard to act, transforming the city into a safer and more protected environment for all.
