National Free Licensing Program Starts In August And Benefits Low-Income Brazilians Registered In CadÚnico
The new legislation signed by President Luiz Inácio Lula da Silva creates the Free Driver’s License program, a national public policy that guarantees the first license at no cost for low-income individuals. The initiative officially takes effect on August 12, 2025, and will be implemented with funds from traffic fines.
Even with the law already in effect, the practical execution of the program still depends on regulation by the federal government and adaptation by the state Detrans. The measure represents an expansion of the model already adopted by at least 18 states and seeks to reduce inequalities in access to driver’s licenses in Brazil.
Who Can Participate In The Free Driver’s License Program?

According to the new law, to be eligible for the Free Driver’s License, the candidate must meet two main requirements: be over 18 years old and have an active and updated Unified Registry for Social Programs (CadÚnico). Additionally, the family’s per capita income cannot exceed half the minimum wage, which currently corresponds to R$ 706.00 per person.

What Is Included In The Free Driver’s License Benefit?
The Free Driver’s License covers 100% of the licensing process costs, from medical and psychological exams to theoretical and practical lessons and exam fees. If the candidate is failed, the program also covers the second attempt.
The free license also extends to categories A (motorcycle) and B (car), valid for driving private vehicles or using the driver’s license as a professional document. This means that the beneficiary can later engage in paid work as a driver, as long as they meet the requirements for transitioning to professional categories C, D, or E.
When Does Registration For The Free Driver’s License Start?
The law takes effect on August 12, 2025, but those interested must wait for the publication of specific rules by the state Detrans. Each federation unit will be responsible for regulating the schedule, regional criteria, and the number of available spots.
For now, states like Ceará, Bahia, Pernambuco, Minas Gerais, and São Paulo already have similar programs in effect, which may accelerate adherence to the national model. The expectation is that most spots will be focused on the most common categories, such as A and B, with an emphasis on training drivers for the job market.
How To Register In The CadÚnico To Access The Benefit?
The Unified Registry is the main criterion for accessing the Free Driver’s License. Those who are not yet registered can seek a CRAS (Social Assistance Reference Center) in their city and present the following documents:
- Official ID with photo (RG or Driver’s License);
- CPF or Voter Registration;
- Proof of residence;
- Documents for all household members (RG, CPF, or birth certificate).
The registration is free and must be updated every two years or whenever there is a change of address, income, or household composition. Without being in the CadÚnico, it will not be possible to participate in the program.
National Social Driver’s License Unifies And Expands The Existing Inclusion Model
Before the new law was sanctioned, several states already had similar local programs to the Free Driver’s License, such as “Popular CNH” or “Social CNH,” with their own criteria and annual calls for applications. The national proposal now unifies the model, ensuring greater reach and legal security.
Another relevant change included in the final text was the veto of the toxicological exam for categories A and B, maintaining the requirement only for professional drivers, such as bus and truck drivers (categories C, D, and E). The measure aims to facilitate access to licensing without compromising the oversight of drivers of large vehicles.
