The long-awaited INSS contest for the analyst position has taken another important step towards its realization. The Minister of Public Service Management and Innovation, Esther Dweck, confirmed during a press conference last Monday (28) that the selection is on the federal government’s radar and should be authorized sometime in 2025. The statement was made in the context of the announcement of the second edition of the Unified National Contest (CNU), although the INSS contest is expected to occur outside the unified model.
According to the minister, there is a great possibility of authorization still this year. “We might have some authorization. Probably in the area of social security, at INSS”, Dweck declared when questioned about new contests planned.
The current expectation is that the contest of the National Institute of Social Security will have 1,000 positions of higher education for the analyst position, distributed among various specialties. The expectation is that the notice will be published in the second half of 2025, with tests scheduled for later this year or early 2026.

INSS Contest Will Have Initial Salaries of R$ 9,767 and a 40-Hour Work Week
Candidates approved in the new INSS contest for analysts will enter with an initial salary of R$ 9,767.20, already considering the amount of food allowance. The work week will be 40 hours, requiring specific higher education according to the intended area.
According to the Minister of Social Security, Carlos Lupi, the distribution of vacancies will prioritize regions of the country that present a higher deficit of servers. He also highlighted that those approved will only be able to request a transfer of workplace after five years of service, a measure that aims to provide greater stability to the workforce in more critical areas.

INSS Contest: Expectation is for Notice in the Second Half of 2025
Even without formal authorization yet, the expectation within the federal government is that the notice for the INSS contest will be published in the second half of 2025. The internal movement of the Ministry of Social Security and the Management Secretariat indicates that the processes are at an advanced stage, only awaiting the official release from the Ministry of Management.
The realization of the contest is considered urgent due to the deficit of servers in the institute, aggravated after successive retirements and dismissals in recent years. Currently, many positions at INSS operate with a reduced number of professionals, which directly affects the analysis time for benefits and public service.
INSS Contest: See How the Last Selection for Analyst Went
The last analyst contest for INSS was held in 2015, and had a total of 150 vacancies for the position, in addition to another 800 for mid-level technicians. The organization was the responsibility of Cespe/UnB (now Cebraspe).
At that time, the selection process included objective tests with 120 questions, divided between basic knowledge (50 questions) and specific knowledge (70 questions). The structure of the exam was as follows:

During the preparations for the second edition of the Unified National Contest (CNU), there was speculation about the possibility of INSS joining the new round of the model. However, Minister Esther Dweck indicated that, due to not being formally authorized yet, the INSS contest will not be part of the unified selection.
This means that the INSS contest notice will be published independently, organized by its own board, as was done in previous selections. The choice of the organizing board has not yet been defined, but names like Cebraspe and FGV are being considered.
Given the high demand for stability in public service, coupled with attractive salaries and a diversity of areas, public contest specialists predict that the new INSS contest for analysts will have significant competition, potentially exceeding 300,000 registered candidates.
Preparation courses have already begun to offer specific classes for the analyst position, focusing on the subjects historically covered. Experts recommend starting preparation as early as possible, as the time between authorization and the exam tends to be short.
