Many imagine that Brazil is protected by a mythical underground fortress in the Amazon. The reality, however, is much more powerful and technological. Instead of a secret bunker, the country operates a sophisticated weapon in the open sky: SIVAM. This complex surveillance system uses powerful radar planes, ground sensors, and a vast network of satellites to see through clouds, hunt drug trafficking flights, and ensure sovereignty over one of the most strategic territories on the planet.
Unraveling The Myth Of The Invisible Underground Fortress
The notion of a secret base in the Amazon is a mix of folklore, distorted historical facts, and technological ignorance. The legend of “Ratanabá”, a supposed super technological lost city, fuels these theories. However, science dispels the fantasy.
The claim that an underground facility could monitor the airspace is physically impossible. The fundamental technology for this task, radar, operates on a line of sight. Its radio waves need a clear path to the target. The ground would completely block these signals. Therefore, real radar antennas are installed on tall towers to maximize their reach.

Moreover, the idea of being “invisible to satellites” is the opposite of reality. Brazil’s true surveillance system massively depends on satellites to monitor the territory. The persistence of the myth is fueled by a historical fact: the Brigadeiro Velloso Testing Field, in the Cachimbo Mountain Range (PA). There, the military regime built a 320-meter well for nuclear testing, a project dismantled in 1990. This secret site, however, had no relation to aerial surveillance.
The Real And Complex Protection Network Of The Amazon

While the underground fortress is fiction, the surveillance function is very real. It is carried out by the Amazon Surveillance System (SIVAM). This is not a point on the map, but a distributed and integrated network. SIVAM is the technological infrastructure, while the Amazon Protection System (SIPAM) is the governmental program that uses this data.
Its creation, in the 1990s, was a strategic response to real threats. Brazil feared the “internationalization of the Amazon” and needed to combat drug trafficking, illegal mining, and deforestation. Before SIVAM, the vast region had only two radars, leaving huge “black holes in the airspace”.
The brain that operates all of this is the Management and Operational Center of the Amazon Protection System (CENSIPAM). Linked to the Ministry of Defense, it transforms raw data into actionable intelligence for the Armed Forces, environmental agencies, and the Federal Police.
How Brazil Monitors The Amazon
SIVAM is a “system of systems” that integrates multiple components.
- Eyes In The Sky: The Brazilian Air Force (FAB) operates specialized aircraft from Embraer. The E-99 is an Airborne Early Warning radar aircraft, essential for detecting low-altitude flights. The R-99 is a remote sensing platform, equipped to map deforestation and clandestine landing strips.
- Ground And Space Sensors: An extensive network of fixed and mobile radars covers the airspace. Meteorological radars are also vital for flight safety. Contrary to the myth of invisibility, SIVAM is a major user of data from Earth observation satellites, such as those from the CBERS series, in partnership with INPE.
Operations That Protect The Sky, The Forest, And The Sea
The effectiveness of SIVAM in the Amazon is evidenced by its operational history. In aerial defense, the Operation Ostium permanently reinforces surveillance on the borders against drug trafficking. The Operation ZIDA 41, in the Yanomami Indigenous Land, established an exclusion zone that cut off the logistics of illegal mining, resulting in the seizure of dozens of aircraft. Between 2020 and 2024, FAB conducted 3,382 interceptions of aircraft without flight plans.
In environmental monitoring, CENSIPAM uses radar images from the SipamSAR system to detect deforestation even under clouds. This technology allows generating intelligence reports that indicate not only where environmental crimes occur but also the possible perpetrators.
Recently, the mission has expanded to the “Blue Amazon”, the Brazilian maritime territory. In partnership with the Navy, CENSIPAM is now applying its expertise to combat illegal fishing and monitor oil spills at sea.
